Political indecision weighs on economic forecasts

WASHINGTON (AP) ? Politicians and economists are straining to get a clearer view of what the economy will look like a year from now, when midterm political campaigns are heating up. Republicans see the glass as half empty; Democrats view it as half full. And the economists aren't sure.

"Our economy is recovering at the slowest rate since World War II," House Speaker John Boehner, R-Ohio, lamented to a group of manufacturers. "Quarter after quarter, the growth numbers barely move, unemployment stays about the same."

Democrats beg to differ. "There are a lot of reasons for us to feel optimistic about where we're headed as a country," President Barack Obama tells audiences, citing steady jobs gains, a falling deficit and a more stable housing market.

Which is it? Economic forecasters are torn.

And their forecasts are suddenly all over the map. Some see U.S. growth stuck below 2 percent for some time, while others ? among them the Federal Reserve and the White House ? predict it will climb above 3 percent as soon as next year .

While the economy clearly is on the mend, the different forecasts stem from the fact that the recovery's pace is uneven, economic growth remains anemic and the unemployment rate is still stubbornly high four years after the deep 2008-09 recession ended. Feeding the uncertainty are confusion over when the Federal Reserve will start turning off the easy-money faucet and the sharp partisan divides on Capitol Hill over spending cuts, raising the U.S. debt ceiling and funding the government for the budget year that begins Oct. 1.

Assumptions about yet-to-be-made decisions by Washington policymakers can have an enormous impact on forecasts.

"Forecasting these days is difficult. There are a lot of imponderables out there," said Nariman Behravesh, chief economist for IHS Global Insight, an economic forecasting firm. He's telling clients that right now economic growth is likely to remain between 1.5 and 2 percent through September. "Employment growth will be OK but not great."

But a lot depends on Congress. "And the politics are such that the closer we get to the midterm elections, it's more likely that nothing is going to be done," he said.

It's not a new predicament. An exasperated President Harry Truman once famously pleaded for a one-armed economist, complaining, "All my economists say, 'On the one hand ... on the other.'"

"There's still a fair amount of angst over fiscal policy. And the level of the angst is definitely a function of whether you're a Republican or a Democrat," said Mark Zandi, chief economist at Moody's Analytics, another economic forecaster. "And then as you move into next year and the elections, there's going to be more hand-wringing as well because of the political back-and-forth."

Even so, Zandi is optimistic. "We are going to start to see stronger growth. The fiscal drag will fade, the housing recovery will add more juice to growth and the Federal Reserve will be able to manage through this in a reasonably graceful way."

Most economists see a slowly recovering economy, but not all. There's always that "other hand. "

"The economy is as sick today as it was prior to the financial crisis and the Great Recession. Those were caused by fundamental dysfunctions that remain unfixed," said business economist Peter Morici of the University of Maryland.

Federal Reserve economists are moderately upbeat, projecting that economic growth will climb next year to between 3 percent and 3.5 percent for the first time since before the Great Recession. The economy grew at a subpar 1.8 percent annual rate from January to March.

The Fed has signaled that it intends to keep interest rates super low at least until the jobless rate falls to 6.5 percent. It was 7.6 percent in June.

Fed Chairman Ben Bernanke said on Thursday that the Fed has done what it can to keep the economic recovery going, but that Congress must also help. He told the Senate Banking Committee that the Fed's low interest-rate policies have carried "an awful lot of the burden" to drive economic growth. Fed officials would have been very happy to "share that burden" with Congress, he added.

The Fed chairman says the U.S. central bank had no firm timetable for scaling back its policies aimed at stimulating growth. The Fed would consider reducing its stimulus program if the economy improves, Bernanke told a House panel on Wednesday. But he added that the reductions were "by no means on a preset course."

The White House, in its newly released "midsession review," projected the economy would grow 2.4 percent this year, down from the 2.6 percent it projected in April. White House officials blamed the lower estimate on across-the-board spending cuts that began in March and slower growth in China and Europe.

The White House also projected that the federal budget shortfall would decline to $759 billion for the fiscal year ending Sept. 30 ? the first time in Obama's presidency that the annual deficit will have dropped below $1 trillion. And it said the jobless rate would fall to 6.8 percent for calendar year 2014, then down to 6.5 percent in 2015 and stabilizing at 5.4 percent by 2017.

Other forecasts aren't as rosy. The International Monetary Fund sees the U.S. economy growing at just 1.7 percent this year and 2.7 percent next year. And the nonpartisan Congressional Budget Office projects the economy will grow just 1.4 percent this year and the unemployment rate will average 7.9 percent ? absent changes in current law.

"It's an extremely difficult time to get the policy forecast right and that's driving the economic forecast," said Douglas Holtz-Eakin, a former CBO director who now heads the American Action Forum, a conservative public-policy institute.

What will the Fed, the Congress and the administration come up with?

"Who knows?" he said.

Tax cut for shale gas firms planned

The government has outlined plans to give tax breaks to companies involved in the UK's nascent shale gas industry.

It has proposed cutting the tax on some of the income generated from producing shale gas - found in underground shale rock formations - from 62% to just 30%.

The plans would make the UK the "most generous" regime for shale gas in the world, the government said.

But they have been criticised by environmentalists, with Friends of the Earth calling them a "disgrace".

Greenpeace added that communities affected by fracking - the technique for extracting shale gas - faced a lot of disruption for very little gain.

Chancellor George Osborne said shale gas was a resource with "huge potential" for the UK's energy mix.

"We want to create the right conditions for industry to explore and unlock that potential in a way that allows communities to share in the benefits," he said.

"I want Britain to be a leader of the shale gas revolution because it has the potential to create thousands of jobs and keep energy bills low for millions of people."

The UK is believed to have large resources of shale gas.

A recent report from the British Geological Survey estimated there may be 1,300 trillion cubic feet of shale gas present in the north of England alone - much of it in the Bowland Basin under Lancashire.

Drilling companies have previously estimated that they may be able to extract about 10% of this gas - far in excess of the three trillion cubic feet of gas currently consumed in the UK each year.

However, the industry is still in its infancy with a handful of companies holding licences for shale gas exploration in the UK, none of which have begun extracting gas.

Water quality

In backing shale gas exploration, the government points to the experience of the US, where a shale gas boom has had a dramatic effect on the energy sector.

Under its plans, the tax break would apply to a proportion of the income generated from shale gas production. What that proportion is will be determined after a consultation.

BBC industry correspondent John Moylan says the industry regards the tax incentives as necessary, as costs are likely to be high during the initial exploration phase over the coming years.

The government has also confirmed plans to give communities that host shale gas sites ?100,000 per site, and up to 1% of all revenues from production.

That is designed to offset some of the controversy surrounding the process of fracking.

There are concerns the process, which involves pumping high pressure water, sand and chemicals into rock to force out the gas, is related to water contamination and even earth tremors.

Water companies have warned that the quality of drinking water must be protected "at all costs".

Water UK, which represents the UK water companies, points out that fracking requires huge amounts of water which could put a strain on local supplies.

It also says the drilling and the fracturing process could damage water pipes.

"The water industry is not taking sides. If it (fracking) goes ahead we want to ensure corners are not cut and standards compromised," said Jim Marshall, policy and business adviser at Water UK.

Environmental groups argue that investment in the industry will divert attention from the need to develop renewable sources of energy.

Andrew Pendleton, from Friends of the Earth, condemned the move.

"Promising tax hand-outs to polluting energy firms that threaten our communities and environment, when everyone else is being told to tighten their belts, is a disgrace," he said.

"Ministers should be encouraging investors to develop the nation's huge renewable energy potential. This would create tens of thousands of jobs and wean the nation off its increasingly expensive fossil fuel dependency."

No one can argue with a good adventure and sharing in a good adventure with your family is top notch entertainment. With so many choices for movie goers and at home movie enthusiasts these days here is a list of 22 of my favorite Family Friendly Adventure flicks. For my family a living room picnic with an excellent movie choice makes for a great night of entertainment.

# 22 The Polar Express ? We all know Santa isn?t real but is this holiday adventure giving some of the best Santa myths we can have the whole family can enjoy the train ride of a lifetime based on the book of the same name.

# 21 Home Alone ? Oh the joy of watching a young boy defend his home against robbers when he is accidentally left home while the family flies off for Christmas vacation. Laughs a minute and a heartwarming ending are sure to please.

# 20 Journey to the Center of the Earth / Journey 2: The Mysterious Island ? With the 3D adventures mounting the first starring Branden Fraser and the second with Dwayne ?The Rock? Johnson, these family adventures loosely based on the Jules Verne novels are exciting, witty and fun.

# 19 Inkheart ? Based on the book by Cornelia Funke this great adventure, another with Brenden Fraser, shows the world of what happens when book characters come to life. The end may be a little intense for younger audiences but overall a great family film.

# 17 Honey, I Shrunk the Kids ? Who can forget Rick Moranis invention that sent his kids on wild romp through their back yard after being shrunk to miniscule size. This film is an oldie but a goody in the family movie world.

# 15 Arthur and the Invisibles ? Trying to save the family home Arthur (played by Freddie Highmore) must enter the world of the minimoys to rescue his grandfather, find the family treasure and help the minimoys overcome their greatest nemesis.

# 14 The Incredibles ? This Disney/Pixar romp gives us the first family of superheroes who must, after being sent into hiding, rekindle their abilities to save their family, and the world. With great voice actors (Craig T. Nelson and Samuel L. Jackson), comedy and action The Incredibles is perfect for family movie night.

# 13 Finding Nemo ? No one who has seen it can get over the stunning visuals of this animated classic or the comedy and adventure when a daddy clownfish must face off against the ocean to save his son who was snatched by a diver. Funny, heartwarming and just plain fun adventure is why this makes my list every time.

# 12 Hook ? What would happen if Peter Pan grew up, got married and had kids? Well, ?Hook? is what would happen. Seeking revenge because he left Neverland Captain Hook kidnaps Peter Pan?s kids and Peter has to rediscover who he is in order to save them. With amazing acting by Robin Williams and Dustin Hoffman this is a wonderful take on the J.M. Barrie classic.

# 11 Flight of the Navigator ? when a young boy is ?accidentally? kidnapped by and alien spaceship he is sent on a time traveling adventure that is both visually amazing (for the time of it?s making) and exciting. Enjoy this Disney classic with your family and big bowl of popcorn.

# 10 The Muppets Treasure Island ? We all love The Muppets and when we put them on a boat searching for treasure what can be better than that. A fun adventure with great timing and all the classic Muppet characters make this a perfect movie for family movie night.

# 9 Charlie and the Chocolate Factory ? This updated version, which is so much more true to the Roald Dahl book then was Willy Wonka and the Chocolate Factory with Gene Wilder, gives us Johnny Depp as Willy Wonka and Freddie Highmore in the title role. Get your golden ticket and dance with the Oompa Loompas in this great remake of a classic.

# 8 The Lion King ? James Earl Jones lends his legendary voice to Mufassa the King at Pride Rock. The adventure begins when his brother kills him and his son Simba runs for his life. It?s not until much later that Simba comes to realize he must come back and claim his throne in one of the most climactic endings of an animated adventure ever.

# 7 How to Train Your Dragon ? Based on the book series by Cressida Cowell, the movie isn?t much like the books but is fantastic anyway. When Hiccup refuses to kill a dragon (the bane of his people) he forms a bond and a friendship that changes their lives and ends up saving his village and people. It?s funny and has adventure like few other films.

# 6 Horton Hears a Who ? Jim Carrey brings to life the beloved Dr. Seuss character of Horton the elephant. He must save the speck on a flower that contains the entire who people. Even though everyone thinks he is craze Horton knows a person is a person no matter how small and fights to save the whos!

# 5 Despicable Me ? No one who has seen it can forget the minions or the heartwarming tale of Gru and his adopted daughters. Don?t let that fool you into thinking this is any less of an adventure movie with some amazing comedy and brilliant voicing by Steve Carell.

# 4 The Swiss Family Robinson ? Based on the classic book by Johann David Wyss which is composed of stories the author used to tell his children. The movie (which sort of follows the book) gives family, faith and adventure a new name. It?s a Disney classic and it?s wonderfully done and a must see for all family adventurers.

# 3 Cloudy with a Chance of Meatballs ? While it bears little resemblance to the book that inspired it this is a hilarious and fun adventure that will leave you wanting seconds! (The sequel is coming out shortly). Funny and heartwarming with a talking monkey, how to you beat that?

# 2 The Princess Bride ? ?Inconceivable? ?Stop it now I mean it, anybody want a peanut? If these quotes have meaning for you, you have already seen this movie probably way too many times like me. We pull this out whenever someone in our family is sick and sometimes just to laugh and enjoy this funny and exciting adventure. There are a few scenes that younger sensitive viewers might have trouble with but overall it?s a great family adventure.

# 1 The Chronicles of Narnia Trilogy ? Based on the beloved books by C.S. Lewis these recent releases will keep you on the edge of your seat and teach you about trust, love, faith and family all at the same time. Each film does a great job of staying close to the source material and the CGI Aslan looks as real as an animated lion can and is wonderfully voiced by Liam Neeson.

Well folks that my list. There are some you may agree with and there are some you probably think I should have added or left out but each of these films are wonderful and entertaining and I hope you enjoy them if you haven?t already.

Panda twins were born at Zoo Atlanta Monday, the first twin pandas?born in the United States since 1987. Zookeepers were expecting only one cub and were surprised when the?giant?panda?named Lun Lun gave birth to baby panda twins.

The 15-year-old?panda?went into labor Monday afternoon and gave birth to the first cub at 6:21 p.m. EDT and the second two minutes later. Hines said zookeepers who had been anticipating only one cub based on a recent ultrasound were surprised by the first-ever twin?panda?births at Zoo Atlanta.

"We have twins!" Zoo Atlanta announced on its website.

An ultrasound on June 30 determined that Lun Lun was pregnant with her fourth cub. Hines says zookeepers weren't expecting the tiny duo, however.

The twin cubs are the first giant?pandas?to be born in the United States in 2013, Hines added.

Zoo officials are working with animal care workers from the Chengdu Research Base of Giant?Panda?Breeding, where Lun Lun and her 15-year-old partner, Yang Yang, were born. There was no immediate report on the size or weight of the cubs at birth, nor the condition of the offspring and mother.

But zoo officials were in a celebratory mood.

"This is a success we share with all of our fellow zoological organizations working to understand and protect this iconic species, and we share our joy with our local community and with our colleagues in China," said Raymond B. King, Zoo Atlanta's president and CEO.

"Twins are an entirely new scenario for Lun Lun, Zoo Atlanta and our animal care teams, who will no doubt be extremely busy over the next few months," his statement added.

Lun Lun had been artificially inseminated in March and has been under 24-hour observation by a camera providing a live video feed from her den. Officials said the newborns' father is 15-year-old Yang Yang. Zookeepers weren't immediately sure of the genders of the cubs.

Zookeepers said Lun Lun is caring for one of the cubs while animal management and veterinary teams from the Arthur M. Blank Family Foundation Giant?Panda?Center care for the other in a nursery center. Officials said they will likely rotate the cubs between the nursery and Lun Lun's care to ensure they each get enough maternal nurturing without overexerting the 15-year-old giant?panda.

Giant?pandas?typically only care for one cub when twins are born in the wild ? which usually leads to only one of the twins surviving, Hines noted.

Giant?panda?twins have survived in zoos by officials rotating the cubs with the mother during their first few months of life. Hines said giant?pandas?have a high mortality rate in the first few months after birth, and the risk is greater when twins are born.

Visitors to Zoo Atlanta will likely be able to visit the cubs later this year, Hines said.

She added that Yang Yang and the cubs' older brothers ? Xi Lan, 4, and Po, 2 ? remain on exhibit and will not be housed with Lun Lun or the cubs. The separation is normal and occurs naturally in the wild, Hines said.

Less than 1,600 giant?pandas?are believed to be living in the wild, Hines said. Zoo Atlanta was awarded the International Conservation Award from the Association of Zoos and Aquariums in 2012 for its work to preserve the species.

Liverpool Mayor offers ?200k to youth projects

Liverpool?s Mayor Joe Anderson has allocated ?200,000 to projects for young people from the Mayoral Youth Fund.

Schools, youth parliaments and representatives from school councils have been asked to brainstorm around schemes that are most needed by young people in the Merseyside city, with the aim of having a real impact on Liverpool communities.

The cash pot must support activities outside of schools, and is not intended for use within the education system.

Applicants are required to highlight what their project will achieve and who will benefit from it.

Mayor Joe Anderson said: ?No-one knows young people better than young people themselves, which I why I want them to drive this scheme.

?I am passionate about making sure that they get the opportunity to bid for funding for projects that will benefit their age group.

?The schemes they come up with will have far more relevance, credibility and impact than anything I could suggest.?

A panel made up of Prime Ministers from schools and youth parliaments will consider applications with Mayor Joe Anderson, and submissions will close on the 7th October.

REDSKINS-BOUNTIES LAWSUIT

Redskins ask judge to dismiss bounties lawsuit

WASHINGTON (AP) -- The Washington Redskins are asking a judge to dismiss a former NFL player's lawsuit that accuses the team and former assistant coach Gregg Williams of running a bounty program that encouraged players to intentionally injure opponents.

Linebacker Barrett Green says he was targeted by the Redskins during a game on Dec. 5, 2004, resulting in a career-ending knee injury. Green, who played for the Detroit Lions and the New York Giants, filed his lawsuit against the team and others earlier this year.

The team said in a response filed Friday in federal court in Maryland that Green's claims are "utterly baseless." Lawyers for the team wrote that even if the claims were true, Green's lawsuit is pre-empted by an NFL collective bargaining agreement and comes too late.

Longtime Redskins TE Cooley to join broadcast team

ASHBURN, Va. (AP) -- Longtime Washington Redskins tight end Chris Cooley will work on the team's radio broadcasts.

The Redskins Radio Network announced Tuesday that Cooley will provide analysis starting with the first preseason game next month.

Cooley has not formally announced his retirement as a player, but he was not expected to return after nine seasons with the Redskins.

Cooley was a third-round draft pick in 2004. He didn't miss a game during his first five seasons and was a two-time Pro Bowl selection, but injuries began to limit his production. He was eventually passed on the depth chart by Fred Davis.

Cooley was released after training camp last year, then was re-signed after Davis was injured.

Cooley has 429 career catches for 4,711 yards and 33 touchdowns.

Mystics rout punchless Silver Stars 86-64

WASHINGTON (AP) -- Crystal Langhorne had 13 points and nine rebounds, and the Washington Mystics held San Antonio without a point for more than nine minutes in the second half to complete a two-game sweep of the Silver Stars with an 86-64 victory on Tuesday night.

Tierra Ruffin-Pratt also scored 13 points and fellow rookie Nadirah McKenith had 11 for the Mystics (8-7), who have won two straight, both against the Silver Stars.

Next iteration of the Apple iPhone to support NFC

One of our loyal readers has brought us some information. Remaining anonymous for reasons that instantly will become clear, our source tells us that the next Apple iPhone will offer support for NFC. An entry in the Verizon database allegedly shows "4g lte nano nfc sim cards." NFC SIM cards, according to our source, are used only for NFC compatible phones, while the nano part of the listing would seem to indicate that they will be used for the Apple iPhone.

Our source says that he is close to one of the three companies that would know about this, so he obviously must remain anonymous. Last summer, hardware code dumps from two prototypes, the Apple iPhone 5,1 and the Apple iPhone 5.2, revealed support for NFC in both units. Recently, Apple received a patent for a cross-platform data syncing method that uses NFC to set up lines of communication between two devices and then sends the data using a peer-to-peer network, which is exactly how S Beam works. While the company offers Passbook, right now that application is seen as a digital place to store credit cards, gift cards and loyalty cards and is not a true tap-to-pay application. If our source is right, this will all change with the next iPhone. And Apple won't even have to align itself with Google Wallet since ISIS is now live. That is the mobile payment service owned by Verizon, T-Mobile and AT&T.

Mandela could soon be discharged, Mbeki says

JOHANNESBURG (AP) ? Nelson Mandela may be discharged from hospital soon to recuperate at home, said a former president of South Africa.

The prediction about Mandela leaving the hospital was made by Thabo Mbeki as he gave a memorial lecture for the African National Congress Saturday, reported the South African radio news service Eyewitness News.

Mandela has been hospitalized for more than five weeks for a recurring lung infection, sparking an outpouring of support in South Africa and internationally. Friends who have visited him say he is on life support in the form of mechanical ventilation.

The most recent official update on his health said Mandela was in critical but stable condition. But both Mandela's wife, Graca Machel, and President Jacob Zuma have said recently that Mandela is responding to treatment.

The anti-apartheid hero spent 27 years in prison before becoming South Africa's first black president in 1994. He turns 95 on Thursday.

Mbeki was Mandela's key deputy and succeeded him as South Africa's president in 1999.

'Just got this note from Andy Beckman:

For the last couple seasons, I've still been able to get CI-spec (not CJ - I checked the container very thoroughly with each purchase) Castrol Diesel oil (quarts only) for my '64 Daytona hardtop at Advance Auto. However, when I stopped to get some today, it was clearenced out (I bought the last three quarts). Best of all it was marked down to $3.45 a quart!

Of course, I have no idea how widespread this is; Andy is in South Bend and I am downstate Indiana 135 miles or so. But it stands to reason that they would be closing out older diesel oil with the CI only (not CJ) rating, so it's worth checking out if you have an Advance Auto nearby.

(CI-rated oil has/had enough ZDDP in it to use right out of the bottle with no supplements, but the amount of ZDDP in the newer CJ-rated oil does not. As Andy cautions, read the container carefully. If it says suitable for CJ, or meets CJ specifications, it's certainly good enough to use in your flat-tappet camshaft engine, but will need a ZDDP supplement to do so.) BP

President Obama returning to Martha's Vineyard for August vacation

WASHINGTON ? President Obama is returning to Martha?s Vineyard next month, making his fourth trip to the wealthy island in Massachusetts since he became president.

Obama will arrive on the Vineyard on August 10, and plans to remain on the island until August 18, according to the White House. He will arrive with First Lady Michelle Obama. Officials would not disclose any travel information about their two daughters, but they typically vacation on the Vineyard as well.

The Obama family also vacationed on the vineyard in 2009, 2010, and 2011. They didn?t head to the island last year, a vacation that would have fallen in the months leading up to the presidential election. It was a time period where Obama was focused on the campaign, but also in not stirring any controversy (such as taking a respite on an exclusive island in deep blue Massachusetts).

The trip has been rumored for weeks, but until Friday afternoon the White House had not confirmed it or released any dates.

Islanders, it appears, are looking forward to his return.

?I?ll just say he won?t be as far away as he has been in the past, and I?m grateful for that,? said Charles Ogletree, a Vineyard regular and Obama?s former Harvard Law School professor.

On the island, rumors have been rampant that Obama has been eyeing property in Farm Neck. But others have said that area, where the lots are smaller and less secluded, is unlikely.

Regardless, Obama will be there during a busy time on the island.

The Martha?s Vineyard Livestock Show and Fair, which Obama?s daughters have attended in the past, is Aug. 15-18. The Grand Illumination, an annual outdoor festival in Oak Bluffs, is slated for Aug. 14, and the Oak Bluffs annual fireworks show is scheduled for Aug. 16.

?That third week of August is really the highest of high season,? said Sean Federowicz, a real estate agent.

Harry Belafonte will be performing at an invitation only event at Dreamland theater on Aug 12, an event that?s being organized by Charles Ogletree, Obama?s former professor at Harvard Law School.

Ogletree said he didn?t know if Obama would attend (though he did say the three of them were last together at a White House Christmas party).

The slim ultrabook measures 0.74 by 12.76 by 8.82 inches (HWD) and weighs 3.6 pounds, making it a little bigger than the Toshiba KiraBook, but nearly a pound heavier. The aluminum construction is not just stylish, it also offers a sturdy build that doesn't flex or bend.

The standout feature of the Series 7 Ultra is the display, a 13.3-inch beauty that offers both 1,920-by-1,080 resolution and 10-digit touch capability, a combination so far limited to premium systems like the Google Pixel and the Editors' Choice Asus Zenbook Prime Touch UX31A-BHI5T. The display is also usable indoors and out, with 350 nits of backlit brightness. Joining the display are two 2-watt JBL stereo speakers, which offered clean sound with room-filling volume, but only moderate bass.

The Series 7 Ultra boasts a backlit chiclet keyboard, with silver colored keys that match the brushed aluminum palmrest and the silver-toned color scheme of the laptop. The one drawback of these silvery keys is that, without the backlight on, they are just reflective enough that it's hard to make out which key is which under some lighting. This won't be an issue for touch typists, but the hunt and peck crowd will be slowed down. The accompanying clickpad offers smooth, accurate tracking and supports Windows 8 gestures.

Features
The Series 7 Ultra is outfitted with one USB 3.0 port and two USB 2.0 ports, a compact Gigabit Ethernet port, HDMI output, an SD card slot (SD/SDHC/SDXC), and stereo headset jack. There's also a miniVGA connection, but you'll need a separate dongle for full-size VGA output ($39.99 direct). A lock slot also lets you physically tether the laptop to prevent theft. Internally the Series 7 Ultra is equipped with 802.11n Wi-Fi, Bluetooth 4.0, and Wi-Di 2.0. The latter lets you wirelessly stream HD content to any Wi-Di equipped HDTV or Wi-Di adapter, such as the Belkin Screencast.

The Series 7 Ultra also has a 128GB solid-state drive (SSD) for storing all of your files and programs. That's not a lot of room?both the Toshiba KiraBook and the MacBook Pro 13-inch (Retina) came equipped with 256GB drives, but also had higher prices to pay for it?but the use of an SSD will help keep the performance quick over time. Factoring in the space filled by the operating system?Windows 8 (64-bit)?along with a recovery partition and preinstalled programs and apps, you'll only have about 60GB of free space out of the box. Included on the drive are useful offerings, like Adobe Photoshop Elements 11, Microsoft Office 2010 Starter Edition, and 60-day trials of Norton Internet Security and Online Backup. On the start screen you'll also find a wide selection of apps, like Netflix, Bitcasa cloud storage, and Evernote, though you may want to weed out the ones that don't interest you, like Jamie Oliver's Recipes, Amazon Kindle Reader, or Music Maker Jam. Samsung includes several of it's S-branded services, including S Agent, S Camera, S Gallery, and S Service, as well as covering the laptop with a one-year warranty on parts and labor.

Samsung Series 7 Ultra (NP740U3E-A01UB) The Samsung Series 7 Ultra boasts a 1.8GHz Intel Core i5-337U processor, a dual-core ultra-low-voltage CPU. Paired with 4GB of RAM, the processor?the same used in the 15-inch Sony VAIO T15 Touch (SVT15112CXS)?delivered solid performance, with a PCMark 7 score of 4,466 points and a Cinebench score of 2.50 points. By comparison, the similarly equipped Asus Zenbook Prime Touch UX31A-BHI5T scored 4,510 points (PCMark 7) and 2.40 points (Cinebench), while the Core i7-equipped Toshiba Kirabook topped both with scores of 5,229 points (PCMark 7) and 2.92 points (Cinebench).

In multimedia tests, the Series 7 Ultra offered moderate performance, finishing our Handbrake test in 1 minute 34 seconds, slower than the Editors' Choice Asus UX31A-BHI5T (1:29) and the Toshiba KiraBook (1:14), but ahead of the Apple MacBook Pro (1:56). It ran through our Photoshop tests a bit slower, finishing in 6 minutes 7 seconds, behind the Asus UX31A-BHI5T (5:31) and the MacBook Pro (4:27). In da- to-day use, however, these results still translate into high-quality performance in all but the most demanding tasks.

Using Intel's integrated graphics solution?Intel HD Graphics 4000?the Series 7 Ultra isn't made for gaming, but should be more than adequate for web-browsing, video, and both casual and browser-based games. In 3DMark 11, the Series 7 Ultra scored 1,102 points at entry settings, putting it in the same neighborhood as the Asus Zenbook UX31A-BHI5T (1,160 points) but behind the Toshiba KiraBook (1,266 points).

For overall performance the Series 7 Ultra is fairly well equipped, but that doesn't mean much without a good battery to back it up. Thankfully, the laptop delivers, lasting 6 hours 9 minutes in our battery rundown test. This is just ahead of the Toshiba KiraBook (5:50) but roughly half an hour behind the Asus Zenbook UX31A-BHI5T (6:38). Regardless, it's the sort of battery life that can take you through most of a workday without a wall charger and without a break.

Conclusion
With sleek all-aluminum construction, decent performance and battery life, and a 1080p touchscreen, the Samsung Series 7 Ultra (NP740U3E-A01UB) clearly belongs alongside other premium ultrabooks and laptops, but its performance falls just short of leading systems, so it won't replace our current Editors' Choice, the Asus Zenbook Prime Touch UX31A-BHI5T. That said, for just over $1,000, the Samsung Series 7 Ultra is a more affordable alternative to the Toshiba KiraBook, with similar looks, an HD touch screen, and only slightly slower performance. Regardless, the Samsung Series 7 Ultra (NP740U3E-A01UB) is definitely worth looking at if you're shopping for a touch-enabled premium ultrabook.

There is something about the Caribbean that so often produces thrilling ODIs. You'll like them if your idea of thrill is five-set you-punch-I-counter-punch battles on the clay courts of Paris. In place of 350-plus chases, we got two proper modest-scoring ODI scraps, with West Indies and India winning by one-wicket margins as late as the 48th and the 50th overs. WASHINGTON, July 11 (Reuters) - Chinese regulators will hand over some audit documents of U.S.-listed Chinese companies to U.S. securities regulators, U.S. Treasury Secretary Jack Lew said on Thursday, a move that may thaw a dispute over multiple accounting scandals.

Washington wants greater oversight after alleged misconduct at U.S.-listed firms based in China led to billions in losses, but investigations into possible fraud have been stymied as auditors have refused to turn over papers for fear of violating Chinese secrecy laws.

A U.S. Securities and Exchange Commission (SEC) official also testified in court on Thursday that documents relating to one company may arrive soon, according to a person in the court room.

But underscoring doubts over China's willingness to provide the documents, the official added that the China Securities Regulatory Commission (CSRC) has had a history of not following through on requests for assistance.

The SEC has been struggling for years to obtain audit work in China and many of the companies in question have seen their auditors resign. In some cases, the SEC and U.S. exchanges have delisted or deregistered the companies with accounting irregularities.

Lew's remarks came as high-level talks between the U.S. and China came to a close on Thursday.

"China's securities regulator announced that it will begin providing certain requested audit work papers to our market regulators, an important step towards resolving a long-standing impasse on enforcement cooperation related to companies that are listed in the United States," he told a news conference.

A spokesman for the CSRC also said this week that China was ready to provide the documents.

LONGTOP SHIPPING TAB

The remarks by the SEC official were made in an administrative trial in which the SEC is trying to persuade a judge to sanction the Chinese affiliates of Deloitte, KPMG, PricewaterhouseCoopers, BDO and Ernst & Young for refusing to provide audit work papers.

Alberto Arevalo, an official in the SEC's international affairs office, said China recently asked the SEC to pay a shipping tab so it could send about 20 boxes of audit documents for Longtop Financial Technologies, according to the person in the court room.

The records could arrive as soon as Monday, Arevalo was quoted as saying. But Arevalo added he does not believe getting records through the CSRC is a viable option for the SEC.

Of the 23 various requests for assistance to China over the years, China did not once offer any meaningful help, he told the judge. The SEC also throughout the trial Thursday displayed e-mails dating back more than a year in which Chinese officials promised to share documents, and then never followed through.

It was not immediately clear how this latest development could affect the SEC's pending case against the five large accounting firms.

The SEC is also trying to convince a judge in a federal court to force Deloitte Touche Tohmatsu CPA, LTC, Longtop's auditor, to provide the records. If the Chinese come through as promised, this could potentially help resolve the separate case against Deloitte.

SECOND BREAKTHROUGH?

If the SEC does get some of the records, it could mark the second major diplomatic breakthrough with China concerning accounting fraud this year.

In May, the Public Company Accounting Oversight Board announced it had struck a nonbinding deal with China to get access to audit work papers to assist with investigations against auditors.

But the deal was only a partial victory because it only pertains to audit documents requested in connection with investigations by the PCAOB. It does not allow for on-site routine inspections, which are separate from investigations and are done on a regular basis to ensure compliance.

PCAOB spokeswoman Colleen Brennan said Thursday the announcement by the Chinese is a positive step forward, but noted that the PCAOB wanted to strike a second agreement with the Chinese to allow for inspections as well.
