Ahead of debate, Paul Ryan takes on Joe Biden

COLUMBUS, Ohio-Less than two weeks before Paul Ryan and Joe Biden face off on the debate stage, Paul Ryan took on his counterpart on the issues of Social Security and Medicare. The GOP vice presidential nominee almost always saves his rhetorical fire for the top of the Democratic ticket but Saturday he aimed to rebut a claim the vice president made on the campaign trail in Florida Friday.

"Just down in Florida yesterday Vice President Biden was making up all new falsehoods about Social Security and taxes," Ryan said at the U.S. Sportsmen's Alliance's annual banquet, an event for hunters and fishermen. "They're trying to scare people for political gain. That's unfortunately the kind of campaign that we're seeing, as I said with a president without a record to run on. Let me be very clear: There is only one person in this race threatening the health and retirement security programs of our seniors and that is President Obama. There is only one person in this race insisting on raising taxes and that is President Obama. In fact, Joe Biden himself voted to raise taxes on social security benefits and as a senator, President Obama voted to keep those tax increases in place three times."

Ryan continued saying his ticket "will never waiver in our commitment to our seniors."

"Our plans actually save these programs, they make no changes for people in or near retirement, they strengthen Medicare and Social Security for a generation," Ryan said. "And you know why we do this? Because it's a promise that was made. It's because people organized their retirements around these promises. They paid their taxes when they worked and now these benefits are due to them. And shame on the politician who wants to use this issue to try and scare seniors when those of us who are out there trying to fix this problem for my generation and my kids' generation and your kids."

Speaking at the Century Village retirement community in Boca Raton, Fla. Friday Joe Biden said the Romney-Ryan plan would raise taxes on Social Security and they would turn Medicare into "vouchercare."

"If Gov. Romney's plan goes into effect, it could mean that everyone, every one of you, would be paying more on taxes on your Social Security," Biden said. "The average senior would have to pay $460 a year more in taxes for their Social Security. Ladies and gentlemen, that's ? while these guys are ? hemorrhaging tax cuts for the super wealthy."

Biden's claim is based on a Tax Policy Center analysis that tried to explain some of Romney's economic goals - cutting taxes by 20 percent, closing undisclosed loopholes and balancing the budget. Romney's plan does not specify that he would achieve such goals by raising taxes on Social Security. When Romney unveiled his plan in 2011, he promised there would be no tax hikes on Social Security benefits.

Although the vice president accused the GOP ticket of raising taxes on Social Security, while serving in the senate he voted for President Bill Clinton's 1993 budget which raises taxes on Social Security benefits, something both the Romney and Ryan camps were eager to point out.

What Biden is referring to as "vouchercare" is Ryan's Medicare plan. Romney has said his plan for Medicare is nearly "identical" to his running mate's. Although Ryan rejects the term voucher it would replace the current Medicare system with a plan where beneficiaries would be paid an amount by the government that they would use toward private insurance premiums. Ryan's plan would not affect current seniors and although critics, including Biden, say seniors would end up paying more Ryan defends his plan saying it's the only way to save Medicare from going completely bankrupt.

Ryan and Biden's debate will take place on Oct. 11 in Danville, Ky. and it will be moderated by ABC News' Martha Raddatz. Ryan will take some time for debate prep this coming week heading to Virginia, after a bus tour through Iowa, to get ready for the face off. His debate sparring partner and Joe Biden stand-in is former Solicitor General Ted Olson.

    Why Do Oil Companies Favor the GOP, When They Fare Better Under Dems?

    The fossil-fuel industry has long given more money to Republicans than Democrats, but in this presidential campaign it has skewed far further: from 2-to-1 or 4-to-1 in the past, the ratio of campaign donations is now at 8-to-1?in the Republicans? favor (see chart above). Yet the industry has in fact fared better under recent Democratic than Republican presidents, according to a new investment bank report.

    In a Sept. 27 note to clients, Oppenheimer?s Fadel Gheit writes that each party has held the White House for half of the last 24 years. Under Democrats, the exchange-traded index of leading oil and gas companies, called XOI, rose an average of 9 percent a year. Under Republicans, the XOI rose 7 percent annually.

    ExxonMobil specifically (the industry?s second-largest contributor to Republican causes, with $1.8 million poured into the campaign) has had a 10 percent average annual rise in its share price under Democrats, and 7 percent under Republicans, Gheit writes. (Consumers have fared better under Democrats as well: crude oil prices rose 10 percent a year under Republicans over the last quarter century, compared with 7 percent under Democrats. Natural gas prices rose 6 percent a year under Republicans, compared with just 2 percent under Democrats.)

    Yet the industry and its supporters have spent $31.6 million to support Republicans and unseat Democrats in this election cycle, or 89 percent of the $42.6 million spent on all candidates, according to the Center for Responsive Politics, a Washington-based watchdog group. And that is only direct spending on candidates. In addition, the industry and its supporters have poured?$153 million into television ads defending oil, gas and coal, compared with $41 million by clean energy advocates, according a study by The New York Times.

    The industry is not only picking on Obama?since 1990, oil and gas companies and their employees have focused some 78 percent of their political contributions on Republican candidates, or $239 million of the $319 million that they spent.

    So what explains the industry?s election contribution decisions? In the current election cycle, Republican candidates generally support opening up closed federal land and coastal areas to wide-scale oil and gas drilling; they also by and large support coal mining. Obama and Democrats generally have been big backers of federal support for renewable fuels such as solar and wind, in order to scale back U.S. consumption of fossil fuels.

    But that is not everything. There is also ?visceral disdain, beyond dislike? for Obama, John Hofmeister, the former president of Shell USA, told me. ?He?s basically viewed as a know-nothing, empty suit by the industry, using whatever language he needs to so that people think he?s engaged and doing something,? Hofmeister said in an email exchange. ?In meetings with energy executives that I have all the time, it doesn?t take much to get people to a level of angst about Obama that some spit and some just curse.?

    With polls showing Obama holding a consistent and growing lead over Republican Mitt Romney, industry leaders are preparing for what comes next, which, if the president does win re-election, apparently will be continued staunch opposition to his energy policies. ?[Oil and gas industry] people will grind their teeth, curse in private and public, say to one another that they?ll have to open their wallets to work against Obama?s efforts, and basically wait him out,? Hofmeister said. ?No one expects him to reach out in victory and offer to work together on the nation?s future energy.?

    The industry will take the long view. ?The industry will concentrate on what it does [best]?fight the good fight to resist Obama and his directions,? said Hofmeister, ?and come out the other end in reasonably good shape with momentum on their side because the public will be so upset at the lack of energy leadership that gets us to where we?ll be.?

    Young children have more sophisticated thought processes than you might imagine. A review article in the journal Science ?by Alison Gopnik of the University of California, Berkeley, sums up a swath of research suggesting that preschoolers can make deductions about cause and effect, infer preferences and test hypotheses. "New empirical work shows that young children learn from statistics, experiments (i.e., play) and from the actions of others in much the same way that scientists do," Gopnik writes. Here's an experiment to demonstrate: Gopnik?and colleagues showed children a device called a "blicket detector," which is a box that plays music in response to certain blocks being placed on it. ?Block A activated music by itself, block B did not, but both A and B together would activate music.? The researchers found that the 2, 3 and 4 years old children?were able to figure this out and make the music play. A 2011 study in the journal Cognition showed a similar effect.? That experiment involved plastic beads that can attach to each other to make a larger structure.? Individual beads were placed on a machine and one group saw that only some beads made the machine work, whereas the second group saw that all beads did.? Then, the kids got two new beads hooked together to play with.? In the group where only some beads led to the machine going, kids pulled the beads apart and tested them separately.? In the other group, they did not. The beliefs of young children are also influenced by statistical evidence.?? A 2007 study in Developmental Psychology found that preschoolers could more easily point to something as a "cause" when it went along with their theories, than when it went against their theories. Such studies drive home the point that children's play isn't frivolous; it's actually utilizing a degree of scientific thinking, she writes.? It may even suggest that older students and adults could benefit from learning scientific concepts in a more observational "play"-oriented way, rather than just being talked at. Gopnik argues that this research has profound implications for policy.? She says that policy-makers "systematically underestimate the intellectual capabilities of preschoolers," and that the scientific work that children demonstrate in experiments like these is "more cognitively challenging, in fact, than most school work."     Uranium-contaminated site yields wealth of information on microbes 10 feet under

    ScienceDaily (Sep. 27, 2012) ? University of California, Berkeley, scientists have sequenced nearly all the genes in an underground community of microbes at a contaminated uranium mill site in Rifle, Colo., providing information that could help scientists better manipulate the microbes that remediate heavy metal contamination or those that take up and store carbon from the atmosphere.

    Each of the 150,000 genes from the sample was assigned to one of 80 different microbes in the soil, an unprecedented computational feat made possible by new genomic tools developed at UC Berkeley.

    The findings could help improve clean-up at hundreds of sites around the United States where microbes are nurtured to convert toxic metals, including arsenic and mercury, into chemical forms that will not leech into aquifers and streams, the scientists said. It may be possible, for example, to add nutrients that would create the ideal mix of microbes to immobilize the metals, instead of just feeding all the microbes already present.

    "In order to make this goal a reality, it is critical not to just detect the relevant genes in subsurface microorganisms, but to know enough about the lifestyles of the organisms with genes of interest so that manipulation of the system enriches specifically for that organism," said study leader Jill Banfield, UC Berkeley professor of earth and planetary science and of environmental science, policy and management.

    The information in the genomes of the 80 microbes located 10 feet or more beneath the surface could also lead to improved methods for stimulating the uptake of carbon from the atmosphere by soil bacteria to reduce greenhouse gases.

    "Our study turned upside down what we thought was happening at the bioremediation site," said lead author Kelly C. Wrighton, a UC Berkeley post-doctoral fellow who specializes in the physiology of microbes. "What these genomes have given us is amazing in terms of being able to look under the hood at the machine of these organisms that we never really knew anything about, except that we saw them in certain types of environments."

    Wrighton, Banfield and colleagues at UC Berkeley, Lawrence Berkeley National Laboratory (LBNL), Oak Ridge National Laboratory (ORNL) and Pacific Northwest National Laboratory (PNNL), report their metagenomic analysis in the Sept. 28 issue of the journal Science. Banfield is also a member of the Earth Sciences Division at LBNL.

    The metagenomic analysis proves that methods developed by Banfield at UC Berkeley to take a jumble of sequenced genes and assign them to specific microbes works even when there are nearly 100 bacteria and Archaea in the sample. Most metagenome analyses generally leave the genes unassigned to organisms, which gives scientists little idea of the role specific microbes play.

    "The techniques developed in Jill's lab for doing metagenomics of very complex microbial communities is giving us a much more accurate look at what the microbes are doing and how we can modify them to get them to do more effectively what we want them to do, which is reduce uranium to form a solid," said Philip E. Long, an LBNL geologist who manages research at the Rifle study site. "We are finding out from these studies that the subsurface microbial economy is different from what we thought."

    The "dark matter" of biology

    The microbes came from groundwater samples taken at a site once used to process vanadium and, during and after World War II, uranium. The site borders the Colorado River, which means that rain can carry dissolved metals into the groundwater and eventually into the river. Some microbes "breathe" the metals like we breathe oxygen, chemically altering them so they become insoluble and remain in the sediment, Wrighton said.

    Banfield refers to microbe communities like these as the "dark matter" of biology, an analogy to the missing mass in the universe that has stumped astronomers for decades. The bacterial tree of life can be divided into about 60 phylum-level branches, but essentially nothing is known about half of them, she said.

    "This new study provides new knowledge about the ecology as well as the evolution of a significant chunk of what could be considered the dark matter of the microbial world," she said.

    Before now, Banfield had performed metagenomic analyses of eight microbes coexisting in highly acidic underground streams in a former California mine and current Superfund clean-up site. Such an analysis involves grinding up all organisms in a sample, sequencing all the genes and then matching each with a unique microbial species.

    The new study involved the genomes of 10 times more organisms. All are anaerobic -- they don't breathe oxygen like most organisms on Earth -- and most, while not new to science, are totally unstudied because they cannot be cultured in the laboratory. Many are only a few hundred nanometers across, making them among the smallest known microbes.

    Scientists at the Rifle site spread acetate -- essentially dilute vinegar -- in the subsurface to feed the underground bacteria that convert soluble metals to insoluble metals. They had assumed that they were culturing a colony comprised mostly of Geobacter bemidjiensis, a well-known metal-reducing bacterium.

    Instead, Wrighton said, analysis of three samples obtained within 10 days of acetate application showed a healthy population of Geobacter, but a throng of other bacteria presumably feeding on dead Geobacter and other carbon in the soil from previous additions of acetate. These organisms use or ferment complex carbon, such as dead plants and dead microbes, and produce hydrogen, small organic carbon compounds and carbon dioxide.

    "The fermenters producing hydrogen after multiple additions of acetate may be more important to the underlying microbial community than we once thought," Long said.

    "What we found was like a microbial zoo," Wrighton said. "We thought that the respiring organisms -- those breathing metals and making carbon dioxide -- were our heavy lifters, but we found that fermentative organisms probably underpin their metabolism. These organisms produce as a bi-product acetate, lactate and ethanol as well as hydrogen and those are all components that these respiring organisms can use."

    Wrighton, Banfield and their team are continuing metagenomic analyses of samples from the Rifle site, including some obtained before nutrients are added to determine what the natural population looks like. This will provide a comprehensive view of the metabolic potential of the subsurface that ultimately can be harnessed for bioremediation, Banfield said.

    "Our research has lifted a veil on a large portion of bacterial life and enabled us to probe in great depth and detail these unknown and uncultured bacteria," said Wrighton, who hopes to use this information to raise the microbes in the laboratory. "We now have information, which is encoded in their genomic DNA, pertaining to what they look like, how they make their living in the environment, and the interactions they have with other organisms."

    Google obeys Brazilian order, blocks video

    RIO?DE JANEIRO???The Brazilian unit of Google, the world's No. 1 Internet search engine, said on Thursday it had obeyed a court order to remove a video attacking a candidate in Brazilian municipal elections from its YouTube service after legal appeals were exhausted.

    "We are profoundly disappointed to not have the opportunity of openly debating our arguments in the electoral justice system that the videos were legitimate manifestations of the freedom of expression and should continue (to be) available in Brazil," said Fabio Coelho, director-general of Google in Brazil in an e-mailed statement.

    The legal challenges underscore broader questions about Google's responsibility for content uploaded by third parties to its websites, including an anti-Islam video that sparked a wave of protests and violence in the Muslim world.

    An arrest warrant was issued for Coelho earlier this week by a court in Brazil's Mato Grosso do Sul state after Google failed to obey an order demanding removal of the video attacking a mayoral candidate.

    Judges in Brazil have held executives responsible for resisting the removal of online videos in violation of a stringent 1965 Electoral Code. The law bans campaign ads that "offend the dignity or decorum" of a candidate.

    Google, which says it complies with local law but fights "diligently" to protect free speech, complied with the judge's order after it ran out of appeal chances, Coelho said.

    On Wednesday, Coelho was questioned by Federal Police officers over the failure to remove the video and was later released.

    "Despite this, we will continue with our global campaign for liberty of expression, not just because it is a prerequisite for a free society but also because more information generally means more schools, more power, more economic opportunities and more liberty for people," he said.

    'Intimidation effect'

    The person or persons who posted the offending videos "ironically" removed them on their own accord and closed their YouTube account, Coelho said.

    "This is just one example of the intimidation effect of such an episode for freedom of speech," he added.

    Earlier this month, an electoral court in Brazil's Paraiba ordered the arrest of another senior Google executive, Edmundo Luiz Pinto Balthazar, after the company refused to take down a YouTube video mocking a mayoral candidate there.

    The video clip loaded by the user "Paraiba Humor" seized on a verbal slip by a candidate in a montage remarking, "What an idiot???give him an F!"

    Within days, another judge overturned the order to arrest Balthazar, writing that "Google is not the intellectual author of the video, it did not post the file and for that reason it cannot be punished for its propagation."

    Broader debate

    Brazil also entered a broader international debate this week about an inflammatory YouTube video depicting the Prophet Mohammad as a womanizer, fool and child abuser, when a state court in Sao Paulo ordered Google to take down the video.

    World leaders have decried the video, which set off a string of violent protests in the Muslim world, including attacks on U.S. embassies in Egypt, Libya and Yemen. Several Muslim leaders called for international action to outlaw acts of blasphemy.

    When President Barack Obama addressed the U.N. General Assembly on Tuesday, he repeated his condemnations of the video as "crude and disgusting" but defended the importance of free speech in the United States and throughout the world.

    Ruling on a lawsuit by Brazil's National Islamic Union, Sao Paulo Judge Gilson Delgado Miranda gave Google 10 days to remove the video. In his decision, Miranda said he weighed freedom of expression against the need to protect against action that might incite religious discrimination.

    Michigan State University researchers have unlocked secrets in bone marrow that could lead to improved treatments for colitis and Crohn's disease.

    The results, featured in the current issue of Proceedings of the National Academy of the Sciences, show that the havoc inflammatory bowel diseases wreaks on the digestive tract is mirrored in bone marrow. Early indications also show that the disorders of the gut could potentially be treated through the bone marrow, said Pam Fraker, MSU University Distinguished Professor of biochemistry and molecular biology.

    "It's possible that if we could reduce bone marrow's ability to produce inflammatory cells that we could reduce the severity of colitis and Crohn's disease," said Fraker, who co-authored the study with MSU colleagues Laura McCabe, professor of physiology and radiology, and Mark Trottier, research specialist. "This could limit the damage that the disease causes and reduce the number of patients needing surgery."

    Colitis and Crohn's affect more than a million people in the United States, including a growing number of children. There are no preventive treatments; however, steroids are often prescribed to reduce the diseases' pain and inflammation. The side effect of this course is tissue damage, which could lead to surgery and additional complications.

    Watching a young patient suffer through the pain of severe colitis bolstered Fraker's need to research this devastating disease.

    "She was very frail, sick, addicted to narcotics to numb her pain and had several intestinal surgeries to no avail," Fraker said. "This became a huge motivator for me as it drove home how little real help is available to these patients."

    Fraker focused on bone marrow, which is a large, highly active and responsive tissue. When colitis was induced in mice, she was surprised by the significant and swift changes that occurred in their bone marrow. The symptoms of colitis, such as swelling, anemia and unhealthy increases in monocytes and neutrophils, (cells that fight infection but exacerbate the excessive swelling in intestines) were reflected in the bone marrow.

    The bone marrow's reactions actually fan the flames of the inflammatory bowel diseases rather than help cure it. When bone marrow amps up production of monocytes and neutrophils, it does it at the expense of making lymphocytes and red blood cells, keys to immune defense.

    The research was funded in part by the Crohn's and Colitis Foundation.

    Despite their name, vampire squid are not deep-sea bloodsuckers. In fact, new research finds these mysterious creatures are garbage disposals of the ocean.

    Using long, skinny tendrils called filaments, vampire squid capture marine detritus hovering in the water ? from crustacean eyes and legs to larvae poop ? then coat it in mucus before chowing down, according to the new findings.

    The discovery is a first for cephalopods, which include squid, octopus and cuttlefish, said study researcher Henk-Jan Hoving.

    "It's the first record of a cephalopod that doesn't hunt for living prey," Hoving, a postdoctoral scientist at the Monterey Bay Aquarium Research Institute in California, told LiveScience.

    Vampire squid (Vampyroteuthis infernalis), which grow to be about a foot (30 centimeters) long, are widespread but not well-known. Even their life spans remains a mystery. Their name comes from their dark coloring, red eyes and the cloak-like webbing between their arms. And as namesakes of the undead, vampire squid apparently have little need for breathing. They thrive in oceanic oxygen minimum zones, where the oxygen levels are sometimes less than 5 percent that of the surrounding air. ?

    Adding to their mystique, vampire squid are capable of bioluminescence. They use this self-made light to blend in with sunlight filtering down to the deep sea.

    Along with their eight arms, vampire squid have two long, whiplike filaments. Researchers have long suspected that these long tendrils might help the squid feed, but the new study is the first to clarify how. [ Under the Sea: A Squid Album ]

    Hoving and his colleagues observed captured vampire squid in the lab and also pored over 24 hours of videotape of vampire squid seen between 1992 and 2012 in their natural environments in Monterey Bay submarine canyon off the coast of Northern California.

    Hoving said he first noticed that after researchers added some food to a tank containing a captive vampire squid, the animal retracted its filament and wiped it off on its suckered arms. And in the videos, Hoving noticed vampire squid with "amorphous masses" in their mouths.

    After Hoving examined the digestive tract contents of museum specimens of squid, he began to put the pieces together. Instead of containing chewed-up fish or crustaceans as the stomachs of most cephalopods do, the vampire squid stomachs held bits of flotsam and jetsam: fish eggs, bits of crustacean antennae and eyes and legs, larvae and even larvae feces, among other things. These scraps were cemented together by chunks of mucus.

    An anatomical examination of the squid revealed their suckers have no suction power; rather, they excrete mucus. What appears to happen, Hoving said, is that squid hover in the water, extending out a filament (which can be up to eight times as long as their own body). Such behavior was seen in 33 percent of video observations.

    Marine detritus, including bits of dead crustaceans, larvae, eggs and even tiny jellyfish-like creatures called salps, fall and float past the filament, getting caught on sticky hairs on the structure. The squid can then pull in the food and brush it onto their arms, which coat the food with mucus to stick it together.     This passive eating style enables the squid to live in low-oxygen zones in the ocean, Hoving said. Vampire squid also have extremely low metabolisms and a specialized protein in their respiratory system that clings strongly to oxygen molecules, he said.

    With this knowledge, Hoving said, researchers can study how fast the squid grow and how long they live.

    "It shows again that cephalopods are extremely adapted in a wide variety of ways to the ocean habitat," Hoving said. "They're very successful in the world's oceans. It's amazing that some of these cephalopods have even found ways to live under conditions that are adverse to most other animals."

    Family: Man shot by Seattle police had dementia - KHQ Right Now ...

    SEATTLE (AP) - A 77-year-old man who was shot to death by Seattle police suffered from dementia, his family said Monday.

    Henry Lee Sr. suffered from the disorder and other diseases, his son, Henry Lee Jr. told The Seattle Times.

    The man's grandson, Gabriel Lee, said he was a retired construction worker who lived alone and had been losing his memory over the past three years.

    The King County medical examiner's office said it was working to confirm the name of the man.

    Police said the man was alarmed by a disturbance outside his home and called 911 using his medical alert relay service. He was shot when he met officers at the door with a gun, police said.

    "He was talking about the lights outside and said he had a weapon and wasn't afraid to use it," said police Det. Mark Jamieson. The man also mentioned a prowler, but there was none, Jamieson said.

    The man refused commands to drop the weapon, police said, and was killed when two officers fired.

    No officers were injured. The officers involved were placed on leave during the shooting investigation.

    It's unclear why the man responded the way he did.

    "We don't know what his thinking process was," Jamieson said.

    The disturbance reported by the man turned out to be the fire department responding to a person in a car who appeared to have some sort of medical crisis.

    Gabriel Lee told the Times his grandfather was still competent but forgetful.

    "He used to have a lot of guns, but my dad took most of them away," Gabriel Lee said. "He was always nice to me. He took me fishing when I was a kid."
