New Texas Senator Ted Cruz blazing a trail in Washington

WASHINGTON | Thu Feb 14, 2013 1:02am EST

WASHINGTON (Reuters) - For new U.S. senators, the drill typically goes something like this: Keep quiet once you arrive in Washington, learn how things work and then begin asserting yourself.

That is not exactly the path Ted Cruz is taking.

He has been in office for barely six weeks, but already the senator from Texas, a favorite of the conservative Tea Party movement, has shown a provocative, in-your-face style that has won him criticism and praise.

Cruz, 42, has been chided by Democrats and even fellow Republicans who say he trampled Senate etiquette during contentious hearings in which he went after former Republican Senator Chuck Hagel, Democratic President Barack Obama's nominee for defense secretary.

While some Republican leaders have sought to broaden the party's appeal with a more moderate tone on a range of issues, Cruz has unabashedly - and often dramatically - cast himself as a hard-line conservative with a distaste for compromise.

He was one of only three senators to vote against Secretary of State John Kerry's confirmation, and sponsored a doomed-to-fail bill to repeal Obama's healthcare overhaul, which some conservatives view as socialized medicine.

Cruz voted against both a Hurricane Sandy relief package and raising the government's debt ceiling. Cruz, the son of a Cuban immigrant, has also expressed "deep concerns" about a bipartisan Senate plan to give many of the nation's 11 million illegal immigrants a possible path to U.S. citizenship.

All of which have made Cruz an intriguing player in Washington at a time when some Republicans are emphasizing social programs and compassionate immigration policies to try to win over Hispanics, who voted overwhelmingly for Obama in the November election.

Cruz's early influence in Washington was evident on Tuesday, when a Senate committee hearing on Hagel's nomination as defense secretary essentially became a discussion of Cruz's tactics.

In recent weeks, Cruz has suggested that Hagel's nomination was endorsed by Iran, and that Hagel was not being forthcoming enough about his finances.

Before the Democratic-led Senate Armed Services Committee voted to back Hagel's confirmation on Tuesday on a party-line, 14-11 vote, Cruz angered lawmakers in both parties by suggesting, without giving evidence, that Hagel might have taken money from countries such as North Korea.

That drew a rebuke from Democratic Senator Bill Nelson of Florida, who said Cruz had "gone over the line."

It also prompted a warning to Cruz from a fellow Republican, John McCain of Arizona, who had sharply questioned Hagel during the hearings and was about to vote against Hagel's nomination.

"No one on this committee at any time should impugn his character or his integrity," McCain said of Hagel, a fellow veteran of the Vietnam War.

'A POLITICAL PHENOMENON'

Cruz's aggressive approach has made him a favorite conversation piece in Washington, where headlines in recent days have referred to him as an "attack dog" and a "chicken hawk" - a term used by critics for those who take a strong pro-defense stance but have served little or no time in the armed forces.

CNN broadcaster Wolf Blitzer chided Cruz during an interview about the need to compromise. MSNBC host Joe Scarborough, a former Republican congressman from Florida, refused to utter Cruz's name while denouncing the senator's questioning of Hagel at his confirmation hearing as a "clown show."

Cruz, who declined through an aide to be interviewed for this story, has been unapologetic.

"I view all of that as a sign that maybe we're doing something right," he said recently on conservative Glenn Beck's radio show.

Cruz's ambition and no-holds-barred style have made him a hero among conservative activists and raised talk that Cruz - like Florida Senator Marco Rubio, another Hispanic rising star among Republicans - might run for president as soon as 2016.

"He's a political phenomenon, and he has managed to become a national figure in a very short period of time," said Steve Munisteri, chairman of the Texas Republican Party. "I have no doubt that a year from now, virtually every Republican activist in the country will know who Ted Cruz is."

But some analysts said Cruz's confrontational approach also put him at risk of being marginalized and portrayed as a political bomb thrower in a gridlocked Congress.

"He talks about issues from an ideological perspective. But has shown no sign of being someone who could sit down and work out a solution to a complicated problem," said political scientist Cal Jillson of Southern Methodist University in Dallas.

Norm Ornstein, a congressional analyst at the American Enterprise Institute, said Cruz had been pushing the limits on standards of behavior in the tradition-bound Senate.

GRASS-ROOTS SUPPORT

"In the modern, cable television-talk radio media age, the more outrageous you are, the more attention you get," Ornstein said. "And Cruz is no dummy. He's a smart, articulate guy. You'll be seeing and hearing him a lot."

Cruz captured his Senate seat after upsetting Texas Lieutenant Governor David Dewhurst, the choice of the state party establishment, in the Republican primary. That followed months of political spade work at small county meetings around the state that won Cruz a dedicated grass-roots following.

"I see Ted as someone who gives a voice and representation to people like me, who feel like they have had no voice and no power," said Katrina Pierson, founder of the Grassroots Texans Network and a board member of the Dallas Tea Party, who was an early Cruz supporter.

But Cruz, a Harvard Law School graduate who was a clerk for former Supreme Court Chief Justice William Rehnquist and served as Texas solicitor general, has also built bridges with more established Republicans eager to court the party's conservative wing and promote a rising Hispanic star.

Party leaders gave him a plum speaking slot at last year's national convention, and sought-after appointments to the Senate Judiciary and Armed Services committees once he was elected. They also made him vice chairman of the Senate Republican campaign arm, which will recruit and back candidates in the 2014 elections.

The top two Senate Republicans, Mitch McConnell of Kentucky and John Cornyn of Texas, both hope to avoid primary challenges from conservatives next year and have sought to strengthen their relationships with Cruz.

Cruz accompanied McConnell on a congressional visit to Israel and Afghanistan last month and won an admirer in the process. McConnell told the National Review Online afterward that Cruz was "ready for prime time on day one, which is pretty unusual for somebody who just got sworn in."

Republican leaders also have been eager for Cruz, whose father was born in Cuba and came to Texas in 1957, to help them gain support among Hispanics.

But Cruz refused to back a bipartisan Senate immigration plan, putting him at odds with Rubio and with the views of most Hispanics, who polls show support a broad path to citizenship.

"To allow those who came here illegally to be placed on such a path is both inconsistent with the rule of law and profoundly unfair to the millions of legal immigrants who waited years, if not decades, to come to America legally," Cruz said in a statement after the Senate immigration plan was made public.

Trey Martinez Fischer, a Democratic state representative in Texas and head of the state's Mexican-American Legislative Caucus said Cruz represented the "extreme conservative, highly partisan" wing of the Republican Party.

"I would caution anybody who looks to Senator Cruz as a role model for Hispanics," Martinez Fischer said. "There is a difference between being the Hispanic candidate and being the candidate who happens to be Hispanic. He's the latter."

Ryan Reynolds Continues To Heat Up Cold Canada!!!

ryan reynolds ontario text

Only Ryan Reynolds could look even hotter in below freezing temperatures!

The actor was spotted this morning in Ontario, Canada on the set of his new film Queen Of The Night sneaking a text in between takes.

But who and what was he texting???!!!

WE NEED TO KNOW.

Unfortunately, we've learned from his ex-wife Scarlett Johansson that hacking is VERY illegal, so we are just going to pretend like we know for a fact that he is talking to his current beautiful, sultry wifey Blake Lively. We're also going to go ahead and assume it was something super raunchy.

Is Ryan promising to light up her fire when he gets home??! Or does he plan to take the place of their pup Penny atop her bosom??

Whatever he's saying, we do know that we are VERY jealous that Blake gets to wake up next to that manly, scruffy face every morning.

*SIGH*

Settlement offers now in university hands

HARRISBURG ? The lawyer brought in by Penn State to help settle Jerry Sandusky-related claims said Monday that he recently gave university officials monetary settlement offers from most of the people asserting claims related to the child-molestation scandal.

Attorney Ken Feinberg told The Associated Press that he delivered the demands to Penn State administrators, lawyers and members of the board of trustees during a meeting Friday in Philadelphia.

?The next step is Penn State ? we?ll see how Penn State responds in the next few weeks,? Feinberg said.

Asked about the meeting, a university spokesman declined to comment. Reactions by lawyers for the claimants ranged from hopefulness to no comment. None would say what dollar figure he or she is seeking.

Feinberg ?has assured us that within a degree of somewhat certainty, like 85 percent, he thinks he can get our case settled,? said Harrisburg attorney Chuck Schmidt, whose client?s lawsuit is on hold. ?So far as it moving forward, I?m cautiously optimistic.?

Bala Cynwyd lawyer Mike Boni, who represents Aaron Fisher, the young man known as Victim 1 whose story launched the investigation and successful prosecution of Sandusky, said Feinberg?s response to his settlement offer was ?hope springs eternal.?

?He said what he had to say, which is, ?You?re asking for too much; I?ll see what I can deliver,? ? Boni said. ?At the end of the day, I don?t think we?re all that far apart.?

Sandusky, 69, is serving a 30- to 60-year prison term for the sexual abuse of 10 boys over 15 years, including attacks on children inside Penn State athletics facilities. Penn State?s president issued a statement the day Sandusky was convicted in June, vowing to settle ?privately, expeditiously and fairly.?

Feinberg disclosed last month that he was working with 28 claimants, 10 more than were the subject of Sandusky?s criminal trial. He emphasized Monday that not all claimants have made a settlement demand.

Also Monday, a Penn State trustee called on the university governing board to re-examine the findings of former FBI director Louis Freeh?s school-sanctioned investigation.

A critique released this weekend by Joe Paterno?s family raised ?serious and troubling? questions about Freeh?s findings, trustee Alvin Clemens said in a statement.

Former U.S. Attorney General Dick Thornburgh was among the experts brought in by the Paterno family to review the Freeh report, which concluded that Paterno and other university officials covered up allegations against Sandusky to spare the university bad publicity. The family?s review said the cover-up claims were inaccurate, unfounded and equated to a ?rush to injustice.?

Freeh has defended his work and stood by his findings. He has called the Paterno family?s review self-serving and a campaign to shape the late Hall of Fame coach?s legacy.

Paterno died in January 2012 at age 85.

The NCAA levied unprecedented sanctions on Penn State less than two weeks after Freeh released his findings in July.

Did North Korea Test A 'Miniature' Nuclear Bomb?

An official with the Korea Meteorological Administration shows a seismic image of a tremor caused by North Korea's nuclear test, in Seoul on Tuesday.

North Korea's latest nuclear weapons test is much more powerful than the previous two, according to estimates made by instruments that measure seismic waves from the blast. It's about the size of the bomb that devastated Hiroshima in World War II.

But it's not so easy to verify the claim that the nuclear explosive has also been miniaturized. That's a critical claim because a small warhead would be essential if the rogue regime chose to threaten the United States with a nuclear-tipped missile.

Big bombs are easier to make, but they aren't all that useful as a threat.

"It doesn't do the North Koreans much good if they have to put it in a truck," says Jeffrey Lewis, the director of the East Asia Nonproliferation Program at the Monterey Institute of International Studies. But the threat level obviously rises as the bombs get more compact.

And that's the claim with the North Korean nuclear test.

"KCNA, the Korean news agency, has come out and said it was a smaller and light design, I believe were the exact words," says James Acton, a senior associate in the nuclear policy program at the Carnegie Endowment for International Peace.

It may be possible to glean more information about that claim if gases from the underground test have escaped into the atmosphere. Sniffer aircraft scoop up air samples that might be used to learn more details about the design of the explosive.

"Even if it's possible to infer some design details, any conclusions are only likely to be fairly tentative," Acton says. "So although I think it may well have been a miniaturized device, we actually may never know."

The United States undertook hundreds of nuclear tests before developing reliable small warheads. But Acton says the North Korean program has been designed from the start to produce a compact weapon. That means it could have made real strides, even though this is just the third test.

"There's also the possibility that the North Koreans have received outside assistance. That could make their task of creating a miniaturized warhead easier," he says.

Even if North Korea has produced a compact warhead, it doesn't yet have the ability to strike the United States with a nuclear-tipped intercontinental ballistic missile. North Korean engineers have launched missiles into space, but Acton says so far they haven't shown that they can build a warhead that is rugged enough to re-enter the earth's atmosphere at hypersonic speeds and blistering temperatures.

"Not only do you have to have a weapon that's light enough to fit in the nose cone and small enough to fit in a nose cone, you also have to have a re-entry vehicle and design combination that is durable enough to survive the rigors of re-entry," Acton says.

Even so, North Korea may have the ability to threaten its neighbors with a warhead on a shorter-range missile, which moves more slowly and can carry a bigger warhead.

"Some of the missiles that they have ? the shorter range missiles ? they might only be looking at a payload of about three feet, in which case we'd have to believe that that's doable," says Corey Hinderstein, vice president of the international program at the Nuclear Threat Initiative.

As things stand, the nation could build a handful of weapons. North Korea is apparently no longer producing plutonium, and there's probably enough on hand for about a dozen warheads. Some of that plutonium could have been used in the latest test. But there's another possibility.

"The real interesting question is whether this used highly enriched uranium," Hinderstein says.

It's harder to build a compact nuclear warhead with uranium, compared with plutonium, but it is possible. And uranium can be enriched in secret. No reactor is required.

"At least publicly, they have declared that they are not producing any highly enriched uranium for nuclear weapons ? that all of their interest in uranium enrichment has been in support of their nuclear energy program," Hinderstein says.

So if the sniffer aircraft detect a uranium bomb, that would be a very significant finding about the North Korean nuclear program.

"It doesn't necessarily change their capability, but it may change the number of weapons they could have at their disposal in the near future," Hinderstein says.

It's nothing to panic about, she adds, but clearly with each advance the situation becomes more uncomfortable.
