Lenovo IdeaTab A2109 gets official outing at IFA 2012: 9-inch 1280 x 800 display, Tegra 3, Android 4.0 (hands-on video)
Lenovo hasn't taken much care to enshroud its trio of newly announced Android slates in any kind of secrecy. The tabs have been teased on the company's site for some time, but that's not holding the Chinese outfit back from making an official announcement at IFA 2012. The 9-inch IdeaTab A2109 ups the internal ante of its more premium stablemate with a 1.2GHz quad-core Tegra 3 buffered by 1GB DDR3 RAM, while also packing in a 1280 x 800 LED display, micro-USB and micro-HDMI. And for users more accustomed to quality builds, the slate shouldn't disappointed as its rear encasement is of the all aluminum variety and lending to its 1.3 pounds (570g) of bulk. Storage for this Android 4.0 slate is not as robust as its larger counterpart, but the 16GB allotted is expandable via microSD.

Condi is Bush-era holdout at Republican convention
Condoleezza Rice delivers a key foreign policy convention speech Wednesday, the lone hold-out from the Bush era to take part in the coronation of Mitt Romney as the Republican presidential candidate.
George W. Bush's former secretary of state will make the case that Republican presidential candidate Mitt Romney would be an able leader of the free world in her speech to the Republican National Convention in Tampa, Florida.
The absence this week of both Bush presidents, former vice president Dick Cheney, former secretary of state Colin Powell and former defense secretary Donald Rumsfeld, raised speculation of a possible rift with the Romney camp.
Bush-era critics, harking back to Rice's role during the US-led military interventions in Iraq, feared her speaking role augured a return to war-mongering and accused Romney of having "outsourced" his security and defense policy.
"I am troubled by Republicans' choice to hand what little platform for national security they have over to Condoleezza Rice and John McCain," said retired Major General Paul Eaton, from the National Defense Network (NDN).
"While I respect Secretary Rice's talents, the Bush-Rumsfeld-Rice team perpetrated what I consider the most egregious US national security failure of the last half-century, namely, the disastrous decision to invade Iraq without the resources or exit strategy needed to execute a responsible military campaign.
"Romney's choice today to outsource discussion of foreign policy to neoconservative ambassadors to last decade's reckless security catastrophes is deeply concerning to the military community," Eaton said.
Cherylyn Harley Lebon, an advisor to the Romney campaign, told AFP there was no rift between the Romney camp and Bush-era stalwarts.
"There's no set procedure. It's nothing personal. There's no rhyme or reason. Not everybody wants to do this forever and a day," she said.
Romney has little actual overseas experience other than his stint in France as a Mormon missionary, so the speech by Rice, 57, was expected to shed a little light on his foreign policy vision and prerogatives.
"I think Condi is going to give an incredible speech that is going to wrap in all kinds of policy issues -- policy issues that obviously are in line with what a Mitt Romney and Paul Ryan administration would look like," Harley Lebon said.
"Obviously a woman with her background and her foreign policy expertise has a whole lot to share the the audience tonight."
Rice, the only ever black female secretary of state, is a Republican rock star who in addition to her political nous gained cache for her love of American football, skills as a classically trained pianist and thigh high boots.
Her foreign policy chops include a doctorate in Soviet Studies, a tenured professorship at the prestigious Stanford University -- where she continues to teach -- and a stint in Bush's first term as his national security adviser.
Rice's speech comes amid speculation she could seek a position in a future Romney administration -- despite having always publicly professed that she is happy to be back in academia after eight years in the Bush administration.
Harley Lebon said that while it was far from clear whether Rice would be willing to accept a role at a high level of US government again, "she could, if she chose to, make a significant contribution in a Romney-Ryan administration."
Her involvement in helping craft Romney's foreign policy, or her endorsement of it, could add gravitas -- especially after what was seen as a gaffe-filled foreign outing by Romney a few weeks ago when he traveled to Britain, Israel and Poland.
"She's a very well respected and admired member of the administration," Michael Steele, a former chairman of the Republican National Committee, told AFP.
"She was a very effective member of the administration, and I think it will be a nice lead-in to Paul Ryan's speech tonight," Steele said, referring to an address by to be delivered later Wednesday evening by Romney's running mate.

Tymoshenko's lawyers denounce inhumane jail conditions
STRASBOURG (Reuters) - Lawyers for Ukraine's ex-prime minister Yulia Tymoshenko denounced what they called the inhumane conditions of her detention before the European Court of Human Rights on Tuesday, saying her 2011 arrest was intended to bar her from elections.
The 51-year-old Tymoshenko, who rose to international fame as the figurehead of the 2004-2005 Orange Revolution, had been kept in permanently lit, unheated cells and tracked by surveillance cameras, her lawyers said.
"She asked me to ask you for help," lawyer Serhiy Vlasenko told the Strasbourg court.
"There is no fair legal system in Ukraine and you are the only ones who can help Madame Tymoshenko."
Tymoshenko's seven-year sentence for abuse of office - related to her brokering a disadvantageous gas deal with Russia in 2009 - drew condemnation from Western governments, which accuse Ukrainian President Viktor Yanukovich of waging a personal vendetta against his arch-rival.
The court in Strasbourg is considering only the legality of her pre-trial detention and the conditions under which she was held. A ruling could take months.
A Ukrainian high court, meanwhile, is expected on Wednesday to rule on Tymoshenko's appeal against her conviction. Analysts do not expect the court to free her, complicating ties with the West as the former Soviet republic approaches an October 28 legislative election.
Critics say the exclusion of Tymoshenko - the country's most significant opposition figure - means the election can be neither free nor fair.
"The only reason for her detention was to exclude her from Ukrainian political life and to prevent her from participating in October 28, 2012 parliamentary elections," Vlasenko said.
ORANGE REVOLUTION
Yanukovich narrowly beat Tymoshenko for the presidency in 2010. She had been the key figure in the Orange Revolution, the popular uprising that upset his first bid for the presidency.
Tymoshenko is now in a Ukrainian state-run clinic receiving treatment for back trouble following an intervention by the Strasbourg body.
A lawyer for the Ukrainian government, Nasar Kulchytskyy, denied the allegations of political maneuvering and said Tymoshenko had not been poorly treated.
"The petitioner refused exams and treatments due to her distrust of the state authorities," Kulchytskyy told the court.
Before Tuesday's hearing, Tymoshenko's daughter Yevgenia told reporters she and her mother looked to the European human rights court "for justice".
"In Ukrainian courts, this does not exist. All the judges in Ukraine are now under the full control of the Yanukovich regime which is trying to destroy my mother," she said.
Defence lawyers would have to exhaust the appeals process in Ukraine before bringing a case over Tymoshenko's conviction to the human rights court, which is under the aegis of the Council of Europe.
The court's rulings cannot be appealed and signatories must comply or face exclusion from the Council of Europe. A committee is charged with ensuring members' laws are amended to reflect rulings but delays are common.
Last month, the same court condemned Ukraine for its 2010 pre-trial detention of Yuri Lutsenko, a former interior minister under Tymoshenko, and ordered Ukraine to pay 15,000 euros to the opposition politician. The court did not rule on the legitimacy of his conviction but called his detention arbitrary.

New Delhi:?The controversial Land Acquisition Bill was on Tuesday referred to a Group of Ministers (GoM) after some ministers raised reservations on certain provisions of the proposed legislation and said their suggestions were not heard adequately.
?
?Lot of ministries have given their suggestions. They were not adequately heard and hence the matter has been referred to GoM,? a government source said. A GoM will be set up shortly to examine the proposal.
The amended Bill has been rechristened as ?The Right to Fair Compensation, Resettlement, Rehabilitation and Transparency in Land Acquisition?.
The Bill was listed for consideration last week but it was deferred as some ministers sought more time to go through it. The government had said in Parliament that provisions have been made in the revised Land Acquisition Bill incorporating recommendations of the Parliamentary Standing Committee to protect the rights of farmers on land and to check the number of families displaced by land acquisition.
Seeking to dispel the impression that the Bill will only be pro-farmer, Rural Development Ministry had said current economic circumstances dictate the need for making it ?more investor-friendly?.
According to the government, the Bill ?endeavours to protect multi-cropped irrigated lands from land acquisition, so as not to adversely affect food safety of the country?.
The Land Acquisition, Rehabilitation and Resettlement Bill, 2011 was introduced in Parliament in September last year and was referred to a Parliamentary Standing Committee, which submitted its recommendation in May.

RNC faithful unfazed by Isaac?s stormy weather
TAMPA, Fla. ? With Tropical Storm Isaac brewing in the Gulf of Mexico, the Republican National Convention schedule was truncated to the extreme Monday. RNC Chair Reince Priebus gaveled in and out a ten-minute session, and hosts cancelled and delayed many events surrounding the convention.
Isaac did not directly hit Tampa Monday; by Monday afternoon it amounted to scattered showers ? at times heavy ? and a bit of wind. The sun came out sporadically around the convention center.
Yet convention delegates on the floor who spoke with The Daily Caller explained that unofficially delaying the convention?s starting gun?was the right thing to do. (RELATED:?RNC unveils national debt clock, immediately recesses)
Hawaii?delegate Jamie Shidel told TheDC that while his plans did not change much, the Hawaii delegation did stockpile some water, just in case.
?Better to be careful than take the risk of business as usual,? he said, noting that he is ?confident? that the GOP has a chance to take Obama?s home state of Hawaii.
John Bates, an Oklahoma delegate, stressed the uncertainty of the schedule and took notice of all the people milling about the convention floor.
?I understand why they did what they did,? Bates said, referring to the delay, ?because if you miss it, there is no way to be right. I mean, even if you are right you?re wrong because it is a Hurricane.?
Michael Coleman, a Maine delegate, told TheDC that his plans have not changed. He?s both pleased the storm?s center missed Tampa and concerned Isaac?s path could spell trouble elsewhere.
?Its a little windy, a little more windy than we?re used to up in Maine,? he said, but not too bad overall.
Kentucky delegate Kevin Smith said things have been going smoothly for his delegation despite the rain.
?We are really looking forward to the speakers,? he said, adding that he appreciated the safety-first focus.
Tina Dupont of Michigan, an alternate delegate, told TheDC that the delay gave her a chance to see more of the convention venue.
?They have moved so many things, like today this would have been going on and its not. And maybe it is good for us because as an alternate I can be down here on the floor,? she said.
?I won?t probably get much of an opportunity. So in a way maybe it?s been good for me but not for the overall event.?
Jim Ayala, a Nevada delegate and Ron Paul supporter, noted the sizable turnout for the quick-gavel event despite Isaac?s shadow looming large.
?The weather doesn?t really seem to be affecting anything at all,? he said. ?We were told by some ?official sources? that this event wasn?t even going to happen today. And look how many people there are.?

Police Investigate Overnight Attack at Retirement Home - Tarrytown ...
Police are looking for a man dressed in dark clothing who attacked a woman in her apartment at The Osborn in Rye.
In addition to police from Rye, the investigation team includes the bomb squad from Westchester County Police.
Police said a 72-year-old resident was reportedly attacked and injured at around 2:15 a.m., with the intruder leaving behind a suspicious object in a bag that prompted the call for the bomb squad.
Rye police said security staff at The Osborn alerted them to the incident this morning. Police said the intruder may have entered the complex at an entrance near a garage.
The incident prompted a temporary evacuation of residents in other nearby units at the complex; residents have been allowed to return home.
Police said the victim left her bedroom and found a man in a hallway of her apartment. The victim told police the man had a kitchen knife.
Police said the victim was assaulted and was taken to Greenwich (CT) Hospital this morning for treatment of facial injuries.
During the investigation, police said the found a cylindrical object in a bag that was apparently dropped by the intruder. Because of the nature of the object, which had a string attached to it, police said they called in the bomb squad to assist.
Nothing appears to have been stolen in the incident, police said.

AUSTRALIAN children should be weighed and measured regularly at school to tackle childhood obesity, experts say.
Researchers from Deakin University?s World Health Organisation Collaborating Centre for Obesity Prevention said efforts to address the public health epidemic in Australia were being hamstrung by inadequate and outdated data.
They said the federal government needed to introduce a population-wide program to monitor childhood obesity, which was ?a fundamental component of prevention?.
Writing in the journal Pediatric Obesity, the researchers said the absence of such a program meant Australia was falling behind other countries including Britain in measuring childhood obesity and evaluating strategies aiming at reducing it.
?Obesity is one of the major public health concerns facing Australia yet currently there are no routinely collected data to effectively track the problem,? they said.
?Monitoring obesity prevalence in children provides important population health data that can be used to track trends over time, identify areas at greatest risk, determine the effectiveness of interventions and policies, raise awareness and stimulate action.?
The researchers, led by Dr Katie Lacy, said opt-out consent ? where parents were informed of the program and consent assumed unless they sought to withdraw it ? was the best model to ensure high participation rates and obtain representative data. They said fears that taking height and weight measurements in schools could negatively affect children?s body image appeared to be unfounded, based on a statewide program in Arkansas in the US.
?In the Arkansas program, it has been shown that there were no significant increases in teasing, weight concerns, embarrassment or unhealthy dieting among adolescents after three years of measurements,? the researchers said. They said it appeared that problems could be avoided by taking measurements privately and confidential results.

Infrared radiation in the 8-12 micron range is of interest for military and industrial use equally, as almost all chemicals (including nerve gases and toxic industrial chemicals) can be identified by infrared absorption in this range. Manijeh Razeghi, Walter P. Murphy Professor of Electrical Engineering and Computer Science in the McCormick School of Engineering and Applied Science, and her group have created a new laser technology that controls both wavelength and beam quality. The feat is achieved through the use of a new type of "distributed feedback" mechanism called ?-DFB, a simple diffractive feedback in an angled laser cavity.
"Our resonator is the most promising device for creating high-power, single-mode laser sources with good beam quality, and it is inexpensive and can be realized at room temperature," said Razeghi, who leads the Center for Quantum Devices (CQD). "Furthermore the design can be applied to a wide range of semiconductor lasers at any wavelength."
Razeghi and her group demonstrated >6 watts of peak power with nearly diffraction-limited beam quality at a wavelength of 10.4 microns -- the highest power single-mode semiconductor laser demonstrated at a wavelength greater than 10 microns. Refinement of the design, particularly related to optimization of the laser cavity design and improvement of the gain medium, are expected to increase the output power significantly.
The development of the ?-DFB is complementary to active research efforts within CQD, but is not yet directly funded.

Most laid-off US workers take pay cuts in new jobs
WASHINGTON (AP) ? The U.S. economic recovery hasn't felt much like one even for people who managed to find new jobs after being laid off. Most of them have had to settle for less pay.
Only 56 percent of Americans laid off from January 2009 through December 2011 had found jobs by the start of this year, the Labor Department said Friday. More than half of them took jobs with lower pay. One-third took pay cuts of 20 percent or more.
The figures would be even lower if people who could find only part-time jobs were included in the total.
The report provides an illustration of the job market's persistent weakness well after the Great Recession officially ended in June 2009. It also documents that while the economy has added nearly 3 million jobs since the recovery began, many pay less than those that were lost.
And it points to the challenge for President Barack Obama, who's seeking re-election with unemployment at 8.3 percent. No president since World War II has faced re-election with unemployment above 8 percent. It was 7.8 percent when Gerald Ford lost to Jimmy Carter in 1976.
Laid-off workers always have a harder time finding new jobs than do people who quit. But since the government began tracking such data in 1984, people who lost jobs in a recovery haven't had it as hard as they did in the one that began three years ago.
And the pay cuts in their new jobs usually aren't so deep.
For example, in 2003-2005, a period that included a slow recovery, nearly 70 percent of those who were laid off found jobs. More than half who found full-time work in that time did so at equal or higher pay.
The government compiles data on laid-off workers every two years. The report covers only people who had worked at least three years in the same job before being laid off. In doing so, it focuses on those who had stable careers before they lost work.
They are people like Andrew McMenemy, who used to make $80,000 a year as a computer systems administrator at a software firm. He was among the 80 percent of the firm laid off in March 2010.
Now, he makes $9.15 an hour, providing tech support for Apple. The job offers no benefits. He works from home in East Stroudsburg, Pa., where he lives with his father.
"I'm going to be 53; I have to live at home with my father," McMenemy said. "I made more when I worked in high school."
About 6.1 million people with at least three years on the job were laid off in the three years ending in 2011, the government's report said. That's down from 6.9 million in the previous report, which covered the 2007-2009 period. But it's still the second-highest total since 1984.
Though the proportion of laid-off workers finding jobs has improved since the 2007-2009 period, "by no means are they back to a normal level for a recovery," said Henry Farber, an economics professor at Princeton University.
Compared with most other recoveries, "this is really bad," said Dean Baker, an economist and co-director of the Center for Economic Policy Research, a liberal think tank.
Baker noted that only 15 percent of those laid off in 2009 through 2011 have found new jobs with equal or higher pay. That compares with 25 percent in the three years before the recession.
"You were much more likely to be re-employed in 2007 at the same or higher wage than now," he said.
An Associated Press analysis this month documented that by just about every measure, this economic recovery is the feeblest since the Great Depression. The weakness goes well beyond high unemployment. Economic growth has never been weaker in a postwar recovery. Consumer spending has never been so slack. And even for people who have jobs, paychecks have fallen behind inflation.

That would come as no surprise to Kim Pinto, who lost her job in November 2009 as an executive assistant and office manager at a commercial interior design firm. Pinto, 50, who lives in Plymouth, Mass., was unemployed for nearly two years before landing a job as a sales person at a furniture store in July 2011.
Her new job pays roughly half the $52,000 she earned at her former job. The new one offers health insurance. But she can't afford the premium.
Pinto considered the sales job a "life raft" until she could find something better. She's still looking, and the competition is fierce. She applied for an administrative position at a local police station. There were 186 applicants, she was told.
"I've always worked a full-time job with benefits," Pinto said. "It's almost like that's a thing of the past. It really erodes your self-esteem."

Much at stake for US as tensions rise in China Seas

Vast oil reserves, trillion-dollar trade routes, fervent nationalist sentiments, competing territorial claims and bitter histories ? the waters off the east coast of China are a sea of money and a sea of trouble.
Tensions have been rising for several years and recently hit new heights with activists landing on disputed islands, angry diplomatic exchanges and even a threat to deploy troops,?prompting fears of an armed conflict that could potentially involve the United States, China, Japan and other nations.
The South China Sea has a myriad of competing claims of ownership: China staked out most of it in 1947 but its neighbors have?never accepted it. The Spratly Islands alone are claimed by a total of five countries: China, Taiwan, Malaysia, Philippines and Vietnam.
All are eyeing oil and gas reserves thought to be so rich that the area has become dubbed "The Second Persian Gulf." Also, an estimated $5 trillion worth of trade is shipped through its waters.
In a speech last month in Cambodia,?Secretary of State Hillary Rodham Clinton told members of the Asean group of nations ? which includes the Philippines, Vietnam and Malaysia ? that "maritime security" was one of a number of issues in the region of "central importance" to the U.S., and spoke of "transnational threats" as one area of U.S. government focus.
But perhaps the most dangerous potential flashpoint is farther north in the East China Sea. China and Japan both claim ownership of the uninhabited Senkaku Islands ??known as Diaoyu in Chinese ? with strong nationalist feelings on both sides.

Just last week, the U.S. confirmed last week?that the islands were covered by Article 5 of its security treaty with Japan, which spells out that an armed attack against either state would prompt each to "act to meet the common danger."
'Intimidate its neighbors'
Bonnie Glaser, a senior fellow at the Center for International & Strategic Studies and a consultant to the U.S. government on East Asia, said if China decides to seize the Senkakus ??currently administered by Japan ??it would likely provoke a military confrontation.
An article in Foreign Policy magazine?on Monday even speculated on who would win the "Sino-Japanese Naval War of 2012," concluding it would end in a stalemate that would see Tokyo emerge with a political victory and potentially reverse China's progress toward world-power status "in an afternoon."
But Glaser told NBCNews.com that she doubted war would break out, partly because China is aware that if they did seize the islands, "the U.S. would be there" for its ally Japan.
"I think there could be the possibility of some miscalculation ??maybe there could be some exchange of fire, but an all-out war? No. I don't think that's on the cards," she said.
Glaser said the situation was seen as a "test case of how China will act as it emerges as a great power."
"The U.S. has an interest in trying to ensure that China does not intimidate its neighbors, that it does not use military force or other means to compel its neighbors to accept outcomes that are against their interest," she said.
"Clearly if nations like the Philippines lose confidence in the U.S. ability to serve as the principal regional guarantor, they may embark on a potentially destabilizing arms build-up or accede to the demands of China. Neither would be in the interests of the U.S.," she said.
"We do not want to set up a situation where the Chinese believe the Asia-Pacific is their backyard," she added.
'Unavoidable moment of truth'
Senator James Webb, chairman of the Senate Foreign Relations East Asian and Pacific Affairs Subcommittee, wrote in The Wall Street Journal on Monday?that China had recently created a new national prefecture covering disputed islands in the South China Sea, and had announced it would deploy troops to guard them.
He said that China had "for practical purposes ? unilaterally decided to annex an area that extends eastward from the East Asian mainland as far as the Philippines, and nearly as far south as the Strait of Malacca."

"The U.S., China and all of East Asia have now reached an unavoidable moment of truth. Sovereignty disputes in which parties seek peaceful resolution are one thing; flagrant, belligerent acts are quite another," he added in the article.
For China's part, memories of Japan's violent invasion in the 1930s inflame nationalist sentiments.
Shi Yinhong, a leading scholar of international relations at Renmin University of China and a foreign policy adviser to China's Cabinet,?advocated?the case for "new thinking" and more rational relations with Japan in 2005, but found himself under attack from Chinese nationalists for being "too soft" on the former enemy.
"Nationalism is the number one driving force complicating the problem," he lamented, saying a "mutual hatred" existed between Chinese and Japanese nationalists.

However, he told NBCNews.com that the nationalists in China were "not strong enough to push the government to take military action without 100 percent necessity."
"I don't think the Chinese government will take any action to occupy the Diaoyu islands," Shi said. "The governments in Beijing and Tokyo have been extraordinarily careful to prevent any direct conflict between the two armed forces and this determination is as strong as before."
Crisis for Japan?
In the South China Sea, China has set up a new military garrison and a regular "armed patrol" system to enforce its territorial claims, prompting critical reaction from the United States and some Southeast Asian countries.
But despite this, Shi said that the dispute with Japan over the Diaoyus in the East China Sea was the "potentially more dangerous" one.
Last week activists from Hong Kong, the former British colony now part of China, landed on the islands and a group of Japanese politicians then swam out to raise the Japanese flag. That sparked protests in the southern Chinese city of Shenzen as well as in several other cities.

One of the Japanese protesters, Eiji Kosaka, a local politician from Tokyo's Arakawa District, said it was "only natural" for him to protest, even though he and his fellow demonstrators were denied permission to land on the island by the Japanese authorities.
"Senkaku Islands of Ishigaki City, Okinawa, is on the verge of a crisis. Along with 10 other comrades, we felt the need to declare that this is Japanese territory," Kosaka said.
Another protester, Satoru Mizushima, said that they had carried out the protest "to shed light on the fact that the Japanese government has abandoned its duty to defend people's lives and property."

Japan is also involved in disputes with Russia over the Southern Kuril islands and with South Korea over the Dokdo Islands, which have been under South Korean administrative control since 1952.
During the London Olympics, a member of South Korea's men's soccer team held up a sign handed to him by a fan proclaiming "Dokdo is our territory."

Earlier this month, South Korean President Lee Myungbak made a surprise visit to the island -- a first by a Korean president -- prompting Tokyo to take a more active role in staking Japan's claim. For the first time in over 50 years, Japan has decided to take its case to the International Court of Justice in Hague.
'What is ours is ours'
Japan is not the only U.S. ally in the region feeling the pressure as China becomes more powerful.
Henry Bensurto Jr., head of the Commission on Maritime and Ocean Affairs under the Philippines' Department of Foreign Affairs, told NBCNews.com?that the Philippines?had tried to resolve the dispute with China over the South China Sea "in a quiet way" for a long time.
"But as we do that nice diplomacy, we are slowly losing our own territory," he said. "It's not good to have a picture of a strong country overpowering the small country. That is not an acceptable scenario."
"I think this issue is going to be there for a long time, I don't think there's a thought that it's going to be solved overnight. We're working for the long haul," he added.
A report in July by the International Crisis Group?said, "At least five significant skirmishes were reported within the first five months of 2011, although the Philippines' lack of modern surveillance equipment made it difficult to substantiate accusations."

"In response, the Aquino government began to ratchet up diplomatic efforts, accelerate military procurement and refer to the South China Sea as the 'West Philippine Sea' in all official communications," the report said. "The president declared in July 2011 that 'what is ours is ours' in reference to Reed Bank [one of the disputed areas]."
The Socialist Republic of Vietnam might be expected to have better relations with China, but disputes over territory have raised similar tensions.
In 1988 the two countries fought over disputed islands, resulting in China occupying the Paracel Islands. According to the International Crisis Group report, this "led many Vietnamese to believe that China would not hesitate to use force again to settle sovereignty disputes."
"Nationalist sentiments in Vietnam run particularly high in its disputes with China and put pressure on the government to stand up to Beijing," the report said. "The bitter nature of the disputes has led observers to surmise that Vietnam would not back down from a military confrontation with China, despite China's overwhelming military capabilities, if only to raise the cost for Beijing."

To many, the situation appears deadlocked, with China arguing there should be one-to-one talks with Vietnam and other neighbor states, while they push for negotiations involving all parties.
"It's kind of a pessimistic situation but what can we hope for??" Nhuyen Thi Lan Anh, deputy director of the Center for South China Sea Studies at the Diplomatic Academy of Vietnam, told NBCNews.com.
"At least we need rules of the game. If no one knows the rules of the game, we can get out of control, and in the end of course peace and stability will be hampered."
