Deputed overseas in 2011-2012? Tips for filing India tax returns

If you left India in 2011-2012 to serve a stint at an offshore location, you are probably wondering if you need to file your tax returns in India which are due by July 31 2012. Ramesh Murthy faces a similar dilemma. Ramesh is a 27 year old software engineer, currently working in Detroit on an H1B visa.

From April 2011 to October 2011, he had an income of Rs 8 lakh earned as salary in India of which tax deducted at source was Rs 80,000. After that from November 2011 to December 2011, he earned a US salary since he was posted to the US subsidiary of his Indian company. His total US income for this period, as per the W2 was USD 25,600 and federal tax withheld was USD 3,500. He is not a US citizen or a Green Card Holder.

How can Ramesh ascertain if he must file tax returns in India by the due date of July 31, 2012?

Step 1: Find out resident status

The first thing to do is find out your status - were you a resident or a non-resident Indian in 2011-2012.

To find out if you were a resident of India in 2011-2012, you must meet one of the following basic conditions:

i) you were in India in that year for period amounting in all to 182 days or more, or

ii) You have within the four years preceding that year been in India for a period amounting in all to 365 days or more, and have been in India for 60 days or more in that year. This 60 day period is increased to 182 days in case of citizens of India who leave India for purposes of employment outside India, and for a person of Indian origin who comes on a visit to India

In addition to the basic condition above, a person qualifies as Resident and Ordinarily Resident (ROR) in India if he satisfies both of the following additional conditions:

i) He has been resident in India in at least 2 out of 10 years (according to the basic conditions noted above) preceding the relevant tax year; and

ii) He has been in India for a period of 730 days or more during 7 years preceding the relevant tax year.

"In brief it can be said that an individual qualifies as an ROR in India if he satisfies at least one of the basic conditions and both the additional conditions. Ramesh was in India during the period April to October 2011, that is, for 214 days. He was a resident in India in 2 out of the preceding 10 years and his stay in the preceding 7 years exceeded 730 days and accordingly he qualifies as a ROR for the tax year 2011-12. Ramesh hence, qualifies as a resident India for 2011-2012," explains Vineet Agarwal, Director, KPMG India.

Mr. Issa Goes to Washington

Every politician on Capitol Hill has supporters and haters back home, but Southern California Congressman Darrell Issa is especially revered?and reviled?in his home Congressional District 49.

Seemingly everyone in the 49th, which runs from north San Diego County to central Orange County, has an opinion about Issa, the House Committee on Oversight and Government Reform chair who last week voted with his fellow Republicans on the committee to hold Attorney General Eric Holder in contempt of Congress for not producing subpoenaed documents in the Operation Fast and Furious gun-running sting.

Issa, who began holding hearings on the operation last year, said early on that the people involved in the Fast and Furious case must be either ?punished legally or are at least dismissed.? The goal of Fast and Furious, which was run by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), was?to stem the flow of firearms to Mexico by allowing thousands of guns to be bought by suspected?gun traffickers within the United States and?tracking the guns as they were transferred to key figures in Mexican drug cartels, in the hope that it would lead to their arrests and the dismantling of these cartels. But the operation made headlines and became a political firestorm in the aftermath of the murder of Border Patrol agent Brian Terry, who died from a gunshot from one of those guns.

In part because of the high-profile investigation, Issa has become a household name and a fixture on the Sunday-morning news-show circuit. And with the full House of Representatives expected to vote on Thursday for the first time in history to cite a sitting U.S. attorney general for contempt of Congress, Issa?s national profile promises to grow only larger.

Already, Issa?s supporters in his district?which is 43 percent Republican, 30 percent Democratic, and 20 percent independent?see the six-term Congressman as a straight-shooting, courageous government watchdog right out of Mr. Smith Goes to Washington.

?Darrell deserves a medal of some kind for trying to clean up Washington,? says Matt Carlson, a Republican who lives in south Orange County. ?He isn?t afraid to get to the truth no matter whose feathers he ruffles. I don?t care what liberals are saying about him, I admire the way he?s holding the attorney general?s feet to the fire. He?s not letting this president get away with anything.?

But Issa?s critics see him not as a watchdog but an attack dog who is self-serving, aloof to voters in his own district, openly hostile to non-Republicans, and can?t be trusted.

?Issa is the most divisive and unethical politician I?ve seen in a long time,? says Bob Fisher, a Democrat from the 49th. ?This whole thing with Holder is a political show. It?s all about Issa trying to make a name for himself. We have enough real problems in this country that his committee should be looking at.?

Fisher, 74, a former reporter with the famed New York Herald Tribune, says what he finds most troubling about Issa is that ?he just doesn?t interact with or care about the people or problems here in our district. You never see him out in public, and he never debates his opponents. I?ve written him many letters and neither he nor his staff has ever responded. In my opinion he cares more about tearing down Democrats than about our district.?

Myrna Marston, a San Diego County Republican who first met Issa at the 1996 Republican National Convention in San Diego, says criticisms like that are simply not the Darrell Issa she knows.

?There is no arrogance about Mr. Issa whatsoever, which I have found to be unusual,? she says. ?I was proud of the leadership he displayed in the hearings with Holder. I don?t believe for one minute that his actions were based on political maneuvering. It seemed pretty clear to me that he was angry as hell for the shell game the AG?s office was playing, at the expense of a dead border patrol agent.?

One of the wealthiest members of Congress, Issa, who earned his fortune in the car-alarm business, has been a polarizing figure since he first appeared on California?s political landscape in the early 1990s. Before he held public office he helped fund Proposition 209, a 1996 California ballot initiative that banned affirmative action in public institutions. In 2003 he got national attention for financing the successful effort to recall former California governor Gray Davis.

A Cleveland native and Army veteran, Issa lost his first election?a 1998 California senatorial bid in which he reportedly spent $10 million of his own money. But in November 2000 he was elected to the House of Representatives, and since then, he has ascended from an obscure freshman to one of the GOP?s biggest stars.

There is much speculation about Issa?s aspirations for higher office. Many of his critics say the current hearings over Fast and Furious are all part of his plan to get a cabinet position if Mitt Romney is elected president. ?He?s very, very rich, so this to me is more about power and ego,??says Fisher. ?I also think that he still wants to be a senator, which was his original aspiration, or California?s governor, which he also wanted back in 2003 before the Republican party chose Arnold (Schwarzenegger) as their guy.?

Issa, who?s saved some of his most vitriolic rhetoric for President Obama (he once called him ?one of the most corrupt presidents in modern times?) said on Fox News Sunday this week that there was no evidence that the Obama administration was involved in a cover-up regarding Fast and Furious. But a day later, in a letter sent to the president, Issa questioned whether the administration failed to provide case law in its decision to assert executive privilege in the Fast and Furious case, and questioned if the president was asserting the privilege "solely for the purpose of further obstructing a congressional investigation."

White House spokesman Eric Schultz quickly dismissed Issa's analysis, saying in a statement emailed to the press on Tuesday that it has ?as much merit as his absurd contention that Operation Fast and Furious was created in order to promote gun control ? Our position is consistent with executive branch legal precedent for the past three decades spanning administrations of both parties, and dating back to President Reagan's Department of Justice.?

While Issa has been criticized by some for his relentless pursuit of the Obama administration, his work as oversight chair has been praised by some impartial sources. In 2010, the Project on Government Oversight (POGO), a nonpartisan government-watchdog group, awarded Issa with its Good Government Award for being ?instrumental in promoting government transparency and accountability.?

But San Diego County resident Albin Novinec, a retired 28-year veteran of the Marine Corps who did three tours of duty in Iraq, isn?t impressed. Novinec, who?s been a Republican most of his adult life, says he recently re-registered as an independent largely because he feels Issa, and the Republican Party, are out of control.

?Issa should be working for his constituents here who voted him in, but instead he?s spending 100 percent of his time on this committee just going after Obama,? says Novinec. ?He?s gone way too far right, and so has the Republican Party. He?s lost touch with the people of his own district. What has he done for us lately? I?m not voting for him this time.?

Dr. David Golman, a clinical research consultant and Democrat who also resides in Issa?s district, sees a pattern in Issa?s life. ?It?s all about money and power,? Golman says. ?I believe his past indiscretions should be discussed; they?re part of the narrative that voters in this district should be aware of. It?s part of his character.?

Those ?indiscretions? include, among other things, his arrest in Cleveland in 1972, at the age of 18, for carrying a concealed weapon; he pled guilty to the lesser charge of possession of an unregistered gun and paid a small fine and was sentenced to six months? probation.

Issa has also been accused of cronyism and hypocrisy as a member of the House. In February 2011, the Watchdog Institute at San Diego State University concluded that Issa ?built a team that included staff members with close connections to industries that could benefit from his investigations.? At the time, Issa declined to comment on the findings of the institute.

Issa was also criticized for seeking federal dollars for clean-energy concerns in his home state like Aptera Motors, an electric-car maker that is a major contributor to Issa?while at the same time accusing the Obama administration of corruption for its similar support of Solyndra, the now-bankrupt solar-panel manufacturer. At the time, Frederick Hill, a spokesman for Issa, told Bloomberg that Aptera has been awaiting an Energy Department decision for three years. ?In the entire time that Aptera?s application has been pending, Solyndra was able to obtain taxpayer backing and go bankrupt leaving taxpayers on the hook,? Hill said in an e-mail to Bloomberg. ?Most applicants for federal programs don?t, in fact, receive the VIP treatment Solyndra did.?

Issa?s office would not respond to several requests for an interview for this story. But Issa has repeatedly said that he has been unfairly maligned by the press and by his political opponents. Issa?s challenger in this year?s congressional race, Jerry Tetalman, a Democrat with no previous political experience, said in an interview with The Daily Beast that he did not wish to delve into Issa?s past indiscretions.

?We want to focus on the issues in this race,? says Tetelman, ?and we think we can convince women voters, independent voters, and even some Republicans to come over to our side.?

Tetelman?s?campaign manager, Charles Dodson, was a bit more blunt: ?Issa?s supporters in this district will fall on the sword for him no matter what he does, but support for Jerry is growing, especially among independents and even some Republicans, as more and more people see what Darrell Issa is really all about.? Dodson says that ?whenever Darrell does something questionable, whether it?s holding a hearing on contraception with no women on the panel, or turning his back on postal workers that once supported him, or saying outrageous and unfounded things about the president, our contributions spike from people in this district, and from all over the country. We gained more than 300 new followers on Twitter in just the first couple of days following the contempt vote.?

Issa?s supporters dismiss such criticisms, saying that he is an easy target because he is so outspoken and refuses to back down to anyone in his pursuit of truth in government. ?They?re targeting the wrong guy,? says Marston. ?It?s pretty clear that nameless, faceless political operatives who want to contribute to Wikipedia sites can, and do. These most likely are the same operatives who are digging up decades-old antics of 18-year-olds, who were never formally charged with any crimes, and calling it news. If you take an honest look at Issa?s life on balance?with his skilled military service to becoming a self-made businessman, and now congressman?I?d say it pretty well represents America?s values.?

SAN FRANCISCO (AP) ? Web game maker Zynga is trying to turn its digital playground into an even more entertaining place amid investor doubts about its ability to build a long-lasting business.

The features announced Tuesday include a network designed to provide players of Zynga's games with the same tools whether they are competing on Facebook's online social network, a mobile device or the company's own website.

The network is called "Zynga With Friends." That's a reference to one of Zynga's most popular games, the Scrabble-inspired "Words With Friends."

Zynga Inc. also previewed several new games, including a food-themed title called "ChefVille."

Investors evidently weren't impressed. Zynga's stock fell 30 cents close at $5.77. That's well below Zynga's initial public offering price of $10 six months ago.

Zynga has more than 290 million users.

Regulation of telomerase in stem cells and cancer cells

ScienceDaily (June 27, 2012) ? Scientists at the Max Planck Institute of Immunobiology and Epigenetics in Freiburg have gained important insights for stem cell research which are also applicable to human tumours and could lead to the development of new treatments. As Rolf Kemler's research group discovered, a molecular link exists between the telomerase that determines the length of the telomeres and a signalling pathway known as the Wnt/?-signalling pathway.

Telomeres are the end caps of chromosomes that play a very important role in the stability of the genome. Telomeres in stem cells are long and become shorter during differentiation or with age, but lengthen again in tumour cells.

The Wnt/?-catenin signalling pathway controls numerous processes in embryonic development, such as the formation of the body axis and of organ primordia, and is particularly active in embryonic and adult stem cells. The ?-catenin protein plays a key role in this signalling pathway. The incorrect regulation or mutation of ?-catenin leads to the development of tumours.

Rolf Kemler's research group has now shown that ?-catenin regulates the telomerase gene directly, and has explained the molecular mechanism at work here. Embryonic stem cells with mutated ?-catenin generate more telomerase and have extended telomeres, while cells without ?-catenin have low levels of telomerase and have shortened telomeres.

This regulation mechanism can also be found in human cancer cells. These discoveries could lead to the development of a new approach to the treatment of human tumours.

Exclusive: Matt Sandusky details abuse at dad's hands

NBC News has exclusively obtained a tape, recorded by police detectives the week before Jerry Sandusky's conviction, in which his own adopted son, Matt, talks about being sexually abused by the former Penn. State coach. NBC's Michael Isikoff reports.

Jerry Sandusky?s adopted son Matt told police he was sexually molested by his father for years ? and once fled in fear from the Sandusky home ? during a secret police interview that took place in the middle of his father?s trial for child sex-abuse, according to a copy of the tape obtained by NBC News. ?? ?

Matt Sandusky, 33, ?said his father would enter his bedroom at night and ?blow raspberries? on his stomach, then move his hand down his body, rubbing up against his genitals. Matt Sandusky said he would sometimes cower ?in a fetal position? in his bed trying to avoid his father. ?? ?

?It just was, just became very uncomfortable. You know, just with everything that was going on,? he said on the tape.?? ?

?What was, what was going on?? a police detective asked.?? ?

?With like the showering, with the hugging, with the rubbing, with the just talking to me. The way he spoke. And just, the whole interaction with him alone. Anything, anytime we were alone just those interactions?? Matt Sandusky said on the tape. ?? ?

But unlike some of the victims who testified at Sandusky?s trial, Matt Sandusky said he could not remember if his father ever actually engaged in certain sex acts with him.??

?You said at the beginning of our interview last night that things happened to you, but there was no, that you can recall, there was no penetration or oral sex. Is that correct?? the police detective asked.??

?Yes. As of this time, I don?t recall that.?? ? ?

NBC News has exclusively obtained the 29-minute audiotape, which was recorded by police detectives on June 15, four days after the Jerry Sandusky trial began. At the time, the detectives were preparing Sandusky?s son to testify as a surprise prosecution witness at his father?s trial.?? ?

For years, Matt Sandusky had publicly stood by his father and even showed up on the first day of the trial, sitting with the rest of the Sandusky family. But after listening to the first day of testimony from a young man known in court documents as "Victim 4," Matt Sandusky contacted police and volunteered to testify on behalf of the prosecution. The prosecutors? plan was to use Matt Sandusky as a rebuttal witness if Jerry Sandusky took the stand in his own defense. ?

It turned out to be a crucial turning point in the Sandusky trial. When Jerry Sandusky learned that his own adopted son was prepared to testify against him, it was a ?complete shock," and it played a big role in his decision not to take the witness stand, according to one of his lawyers, Karl Rominger.?? ?

?You have to understand that Matt has worked with him, Matt has helped the defense, Matt literally carried boxes in the courthouse with us,? Rominger said. ?Matt has given multiple investigators from the government and our side ironclad statements of support for his father.??? ?

?That was the first day where he (Jerry Sandusky) really was visibly shaken, or upset,? Rominger added. Asked how big a role Matt Sandusky played in his client?s decision not to testify, Rominger said: ?It was a huge factor.??? ?

Had Matt Sandusky actually taken the stand, he added, ?We would have hit Matt with both barrels. ? He told the police 'no,' he told our investigator, 'no,' he told the A.G.?s office 'no,' he told the grand jury 'no.' And then one day in the middle of the trial he suddenly says, 'All these things happened?'?? ?

In his interview with police, Matt Sandusky was asked directly why he decided to change his previous denials of abuse and cooperate with police. ?? ?

?I came forward, I mean, for different reasons,? he said. ?But I mean for my family you know so that they can really have closure and see what the truth actually is. And just to right the wrong, honestly, of going to the grand jury and lying.??? ?

Matt Sandusky also said that he has been working with a therapist and, as a result, ?more memories are coming back.? ??

Matt Sandusky also said that his father?s molesting stopped when he started to ?transition? to another young man who used to stay at the Sandusky house. That boy, now a man known in court documents as "Victim 4," was the first witness at Sandusky?s trial, testifying to years of sexual abuse.?

The police detective said on the tape, ?You told us that you feel (Victim 4) took over for you, and that he was your dad?s transition??

?I believe my dad moved on from me to (Victim 4), yes,? Matt Sandusky replied.?? ?

In a statement Monday night to NBC News, Matt Sandusky?s lawyers, Andrew Shubin and Justine Andronici, said: ?This tape demonstrates Matt?s tremendous courage and strength as he begins to disclose that Jerry Sandusky sexually abused him when he was a child. Although the tape was released without Matt?s knowledge or permission, he made the difficult decision to come forward and tell the painful truth to investigators despite the extraordinary pressure to support his father.???

After a two-week trial, Jerry Sandusky was convicted Friday night on 45 of 48 counts of child sex abuse. His lawyer, Rominger, said he was the first to visit Sandusky in jail Monday and described his client as defiant.?? ?

?He?s not a beaten man,? he said. ?He is pacing a cell right now, being held in solitary confinement, wanting to get out and get his story out and continue to defend himself.? He added: ?I don?t think Jerry believes there?s anything to feel sorry for. At this point, he maintains his innocence adamantly.??????

Israel plan to move settler homes raises eyebrows

JERUSALEM (AP) ? The thought of having Jewish settler homes demolished on his watch has propelled Prime Minister Benjamin Netanyahu to promise a radical ? some say ludicrous ? way to sidestep a Supreme Court order to raze 30 apartments built illegally in the West Bank.

After it evacuates settlers from five apartment buildings in the Ulpana outpost this week, the government has promised to slice the structures from their foundations and move them to a West Bank site nearby, where they will be reassembled.

Construction specialists say transplanting the buildings ? three-story concrete structures faced with stone and topped with red tile roofs ? would squander huge sums of money and be infinitely more complicated than destroying and rebuilding them.

Netanyahu came up with the plan after the government was ordered to dismantle the outpost. People close to the prime minister say he believes that preserving the homes will ease the pain for the families.

The Israeli Supreme Court ordered the government earlier this year to destroy Ulpana after determining it was built on privately owned Palestinian land.

"By the first of July, the plan is to have the buildings vacated and sealed," a government official said this week, speaking on condition of anonymity about a project whose details have not been finalized. "The prime minister said he wanted these buildings relocated, not destroyed."

The Palestinians claim all of the West Bank, which Israel captured in the 1967 Mideast war, as part of a future state. The Palestinians, along with virtually all of the international community, consider all Israeli settlements to be illegal or illegitimate.

In Israel, any talk of uprooting settlements, now home to more than 500,000 Israelis, is contentious. The government divides the settlements into two categories ? those it authorized and those it did not. There are more than 100 authorized settlements and another 100 or so unauthorized outposts, some little more than a few trailers on a hilltop and others, like Ulpana, made up of concrete apartment houses.

Most settlers do not make that distinction, opposing demolition of any Israeli structure in the West Bank.

The unusual Ulpana arrangement is an attempt by the pro-settler Netanyahu to avert the prospect of destroying a settlement and battling its residents, who started packing their belongings and moving out of the buildings on Tuesday.

Transplanting the buildings would solve that problem, but at a staggering cost, experts say.

Specialists familiar with this type of operation say it would require slicing the buildings with huge circular blades, chopping them into smaller pieces, transferring them by crane to massive flatbed trucks and hauling them to their new location, where they would be reassembled like a puzzle. The sawing alone would take a week for each building and cost $125,000 for apiece for the five structures, said one of the specialists, speaking on condition of anonymity because final plans for the project have not yet been set.

That expense would just be the starter.

"Sawing is not the problem. The problem is how to put them together again," because the slicing would cut through electrical wires, plumbing, structural rods and other parts of the apartment, forcing a large-scale reconstruction, said Israel David, vice chairman of the Israeli Association of Construction and Infrastructure Engineers.

"It's absurd," he said, estimating that total costs could go as high as $25 million to relocate 30 apartments that could be rebuilt for $150,000 apiece.

The technique has been used in Israel before. In 2005, Israel moved five historic homes in the center of Tel Aviv to widen a road.

Shay Tzadik, a 20-year veteran of the sawing business, said he appreciates the sentiment behind what Netanyahu is trying to do, but thinks it's beside the point.

"If it was an archaeological site, it would be worth the investment," Tzadik said. "But why do it?"

NFL rookies gather for guidance

Troy Vincent wants to make it absolutely clear that the upcoming NFL rookie symposium is not the beginning of the players' journey into the pros.

That trip began years ago.

"This is not something that starts when you become a professional," said Vincent, the league's vice president of player engagement and a five-time Pro Bowler. "There are elements that surround an athlete in his development, from youth sports through high school and college. It's a lifestyle.

"Parents are a key. What do they do with their youngsters who are playing sports as far as their mental health, their safety in the sport. Are we doing enough to encourage balancing their lives for those in athletics?

"Parents have questions, and rightfully so. And we should answer them, dispel the myths."

The symposium helps do that. This is the 15th year the league has brought together draftees to hear speakers on such subjects as "Are You Bigger Then The Game" and "What Defines Success?" This gathering, which is a bit different because of the location in Aurora, Ohio, with a side trip to the Pro Football Hall of Fame in nearby Canton, begins Sunday with four days of orientation for NFC draft picks. The AFC choices attend from Wednesday through next Saturday.

Scheduled to speak are several players who have experienced serious off-field issues, including Michael Vick, Adam Jones and Michael Irvin. Also on the docket are Terrell Owens, New England's Devin McCourty, Antonio Freeman, LaVar Arrington, Aeneas Williams, Jamie Dukes, Luther Ellis and Carl Eller.

Irvin and Eller are Hall of Fame members.

"Each rookie should leave the symposium with the knowledge and history of where our game began, where it is today, and challenged to make a positive personal impact on the future of our game," added Vincent, a former president of the players' union. "The NFL and its clubs are committed to providing players with the best resources to succeed both on and off the field."

The program will includes presentations and speeches, videos and workshops focused on NFL history, experience, player expectations, and professional and social responsibility. Other topics included player health and safety, decision making and maintaining positive relationships.

"Athletes are not immune to what takes place in society. They are not exempt to societal issues," Vincent said.

"We do have things in place to help deal with any issues, and we are very proactive in doing so. You have to retrain them or develop a new culture of thinking, and it starts with young men and ladies as they are maturing. This is a challenge not just as a sports organization, but as parents, as mentors and teachers. We welcome that challenge and charge as a league, and hope to become part of a greater conversation, be part of the continuing campaigns to raise awareness of these issues and problems that can come up."

Gene mutations cause massive brain asymmetry

ScienceDaily (June 24, 2012) ? Hemimegalencephaly is a rare but dramatic condition in which the brain grows asymmetrically, with one hemisphere becoming massively enlarged. Though frequently diagnosed in children with severe epilepsy, the cause of hemimegalencephaly is unknown and current treatment is radical: surgical removal of some or all of the diseased half of the brain.

In a paper published in the June 24, 2012 online issue of Nature Genetics, a team of doctors and scientists, led by researchers at the University of California, San Diego School of Medicine and the Howard Hughes Medical Institute, say de novo somatic mutations in a trio of genes that help regulate cell size and proliferation are likely culprits for causing hemimegalencephaly, though perhaps not the only ones.

De novo somatic mutations are genetic changes in non-sex cells that are neither possessed nor transmitted by either parent. The scientists' findings -- a collaboration between Joseph G. Gleeson, MD, professor of neurosciences and pediatrics at UC San Diego School of Medicine and Rady Children's Hospital-San Diego; Gary W. Mathern, MD, a neurosurgeon at UC Los Angeles' Mattel Children's Hospital; and colleagues -- suggest it may be possible to design drugs that inhibit or turn down signals from these mutated genes, reducing or even preventing the need for surgery.

Gleeson's lab studied a group of 20 patients with hemimegalencephaly upon whom Mathern had operated, analyzing and comparing DNA sequences from removed brain tissue with DNA from the patients' blood and saliva.

"Mathern had reported a family with identical twins, in which one had hemimegalencephaly and one did not. Since such twins share all inherited DNA, we got to thinking that there may be a new mutation that arose in the diseased brain that causes the condition," said Gleeson. Realizing they shared the same ideas about potential causes, the physicians set out to tackle this question using new exome sequencing technology, which allows sequencing of all of the protein-coding exons of the genome at the same time.

The researchers ultimately identified three gene mutations found only in the diseased brain samples. All three mutated genes had previously been linked to cancers.

"We found mutations in a high percentage of the cells in genes regulating the cellular growth pathways in hemimegalencephaly," said Gleeson. "These same mutations have been found in various solid malignancies, including breast and pancreatic cancer. For reasons we do not yet understand, our patients do not develop cancer, but rather this unusual brain condition. Either there are other mutations required for cancer propagation that are missing in these patients, or neurons are not capable of forming these types of cancers."

The mutations were found in 30 percent of the patients studied, indicating other factors are involved. Nonetheless, the researchers have begun investigating potential treatments that address the known gene mutations, with the clear goal of finding a way to avoid the need for surgery.

"Although counterintuitive, hemimegalencephaly patients are far better off following the functional removal or disconnection of the enlarged hemisphere," said Mathern. "Prior to the surgery, most patients have devastating epilepsy, with hundreds of seizures per day, completely resistant to even our most powerful anti-seizure medications. The surgery disconnects the affected hemisphere from the rest of the brain, causing the seizures to stop. If performed at a young age and with appropriate rehabilitation, most children suffer less language or cognitive delay due to neural plasticity of the remaining hemisphere."

But a less-invasive drug therapy would still be more appealing.

"We know that certain already-approved medications can turn down the signaling pathway used by the mutated genes in hemimegalencephaly," said lead author and former UC San Diego post-doctoral researcher Jeong Ho Lee, now at the Korea Advanced Institute of Science and Technology. "We would like to know if future patients might benefit from such a treatment. Wouldn't it be wonderful if our results could prevent the need for such radical procedures in these children?"

Let Them See You Sweat

Don't wipe unless you're drenched. Sweat releases heat by evaporative cooling. As each gram of sweat transitions from liquid to gas phase, it absorbs 2,427 joules of energy from the body and dissipates the heat into the environment. But if you wipe away the perspiration before it evaporates, that process will get cut short, and you'll need to sweat more just to achieve the same degree of cooling. On the other hand, any sweat that drips to the ground before it can evaporate won't do you any good, so if you're really soaked you may as well reach for the towel.

(AP) ? Congressional bargainers appeared to be closing in on a compromise that would head off a July 1 doubling of interest rates on federal loans to 7.4 million college students and end an election-year battle between President Barack Obama and Congress.

Senate aides from both parties said Friday the two sides were moving toward a deal on how to pay the measure's $6 billion price tag, the chief source of partisan conflict.

The goal is to push legislation through Congress next week so the current 3.4 percent interest rate on subsidized Stafford loans can be preserved for another year. A 2007 law gradually reduced interest rates on the loans but required them to balloon back to 6.8 percent this July 1 in a cost-saving maneuver.

On another front, the two sides were also close to an agreement to overhaul federal transportation programs, according to House and Senate aides from both parties. Negotiations were expected to continue through the weekend, with votes expected next week on either a major transportation bill or an extension of current programs, said the aides, who spoke on condition of anonymity to discuss details of the talks.

Obama said Saturday in his weekly radio and Internet address there was "no excuse for inaction."

"Right now, we are seven days away from thousands of American workers having to walk off the job because Congress hasn't passed a transportation bill. We are eight days away from nearly seven and a half million students seeing their loan rates double because Congress hasn't acted to stop it," Obama said. "This makes no sense."

For weeks, Obama has ridiculed Republicans for not moving quickly to prevent student loan interest rates from doubling, a stance that Democrats have hoped will boost his support among young voters who broadly backed him in the 2008 election. With college costs and student debt growing steadily, the issue ties directly into concerns about the economy and jobs that polls show dominate voters' worries.

Though some rank-and-file GOP lawmakers have opposed letting the government set the rates, Republican presidential challenger Mitt Romney and GOP congressional leaders have backed the one-year extension. The remaining dispute has been over how to pay for it.

Republicans have accused Obama of creating a phony issue and drawing out the battle in an attempt to reap political points. In late May, they proposed several options to pay for the measure, all of which were culled from budget savings Obama himself had proposed in the past, but they said the White House was ignoring them.

"Even though the White House refuses to respond to our bipartisan approach, Senate Democrats are finally working with us, and a solution is within reach ? despite the president's failure to act," said Don Stewart, spokesman for Senate Minority Leader Mitch McConnell, R-Ky.

The talks have involved aides to McConnell and Senate Majority Leader Harry Reid, D-Nev. Democrats said the White House has been kept abreast of the talks, while Republicans said House Speaker John Boehner, R-Ohio, has been kept informed but hasn't participated in the negotiations.

According to Democratic aides, negotiators are approaching a deal to cover the bill's costs by charging companies more to insure pensions and changing rules so companies take fewer tax deductions for their pension contributions. Reid proposed both of those ideas this month.

They said additional money would come from a list of options McConnell has offered, probably one to limit federal subsidies of undergraduates' loans to six years. The government does not begin charging interest on Stafford loans until after students graduate, which can take longer than six years.

"While we're not there, we're well down the road. I think we can get something done," Reid told reporters Thursday. He said McConnell and Boehner "are compromising just as we are and hope we can get something done."

If allowed to double, the higher 6.8 percent rate would apply only to new subsidized Stafford loans for undergraduates approved starting on July 1 and would not affect existing loans.

According to the Education Department, 7.4 million students are expected to get new Stafford loans in the year beginning July 1, with each borrowing an average $4,226. A doubling of interest rates would add about $1,000 to the costs of the average loan, which students typically pay off over 10 or more years.

The Federal Reserve Bank of New York said last month that student loan debt grew this year to $904 billion, even as other types of consumer debt were falling.

LAKE BUENA VISTA, Fla. -- One of the stars of the TV reality show "Swamp People" has been arrested in Florida on domestic violence charges.

Noces Joseph LaFont Jr.?who is known as "Trapper Joe" on TV?was arrested Wednesday by Orange County Sheriff?s deputies.

According to an arrest affidavit, LaFont was arguing with his girlfriend while staying at a hotel near Disney World and tried to burn her with a lit cigarette. The report also says he punched the woman with a closed fist.

LaFont, who is from Louisiana, was charged with battery and assault. He was booked into the Orange County Jail, posted bail and released. It?s unclear whether he has retained an attorney.

"Swamp People" is a History channel show that follows Cajuns who hunt alligators.

Look, no hands! Augmented reality gets a grip

FRANKFURT/HELSINKI One day in March 2000, just days before the dot-com bubble began its journey back to earth, German engineer Thomas Alt first glimpsed the future of technology.

"Do you know augmented reality?" his boss at Volkswagen asked.

He did not.

"Neither do I, but you are about to, because this will be your project," he said, dropping a stack of papers on his desk.

For the next three years, Alt developed a technology that overlays text or graphics on real-life images and objects. The resulting hybrid can be viewed on a smartphone, tablet or PC screen, and soon - the tech geek's fantasy - through dedicated specs.

Today, 37-year-old Alt partly owns Munich-based Metaio, one of the leading companies in the rapidly growing augmented reality (AR) industry. Along with dozens of other products, Alt has created an AR manual for Audi cars.

No more leafing through a crumpled manual to find out why the aircon's blowing hot in August. Point your phone at the offending gadget, and instructions pop up on the screen.

Augmented reality has been called the eighth mass medium, after print, recordings, cinema, radio, television, Internet and mobile phones.

By reaching out to media companies, the industry, which was a collection of smartphone apps generating less than $2 million in 2010, is on the verge of becoming a real business worth perhaps $1.5 billion in 2015.

"In the early days, we were talking about visionary ideas for the future. Today we come up with business models and products," said Maarten Lens-FitzGerald, co-founder and general manager at Layar, a Dutch start-up.

Layar, whose software has been downloaded more than 20 million times, hooking 3 million active users, has the world's most used consumer AR application, a reality browser that helps find services nearby, acquiring info on anything from favorite restaurants to networking opportunities via a mobile camera.

"We are actually making money and are becoming a little boring. But that is what the industry needs right now," said Lens-FitzGerald. "We actually try to hold back on visionary ideas. We are getting out of the gimmicky stuff."

Layar's demonstration video went viral in 2009. It showed period houses as seen from a boat on Amsterdam's canals. By pointing a camera at the houses, information about which were for sale and their prices is layered on the camera image.

Not for the faint-hearted, but another eye-opener for the house hunter, SpotCrime, by Popvox, will people the scene with the stylized muggers, murderers and burglars that have graced the neighborhood, too.

Chips with virtually everything
Sector executives speaking at the Reuters Media and Technology summit said most interest for their products came from the publishing industry and e-commerce.

Sweden's Ikea, famed for its low-price flat-pack furniture, has an app that lets you point a camera at a spot in your room and overlays an image of the furniture you are thinking of buying. Assembly is still down to you.

Heavy hitters are now throwing their weight behind the concept. Qualcomm, the top wireless chip maker, has bought up AR assets and opened its platform for software developers in 2010. ARM is also adding AR features to the chips it designs.

Chipmaker Intel has invested $14 million in Layar through its venture arm and is looking to add AR features to its chips.

Intel anticipated that ways of controlling a phone without touching it, such as by voice or by gesture, would be the next big developments.

The challenge is to make money out of those features.

"We would certainly anticipate a sharp rise in service adoption, although we would suggest that, given the continued uncertainty surrounding optimal monetization models, 2015 revenues are unlikely to exceed the $1.5 billion," said Juniper Research director Windsor Holden.

Laurence Tetrel Poupart, chief operating officer at Total Immersion, one of AR's front runners, agrees.

The company has been around since 1999 and expects to double sales this year to 20 million euros, but Tetrel Poupart said the technology has a little further to go to become a reliable money-spinner.

"We would definitely like to go for the virtual trying on of clothes, but some technical issues need to be resolved," she said, adding that the company needed faster chips to make the 'virtual dressing room' take off.

"We don't want you to see whether the clothing suits you but that it actually fits. We don't want it to be a gimmick, we want to have true usage, to reduce the return rate for the e-commerce merchants."

Try before you buy
Simpler applications have found their way to consumers, and businesses are very keen to use them.

Thomas Alt's Audi manual is one example. Another is a Layar application that helps publishers more easily link print and digital content. By pointing their smartphones at a magazine, readers can get information about products featured in articles, and go on to buy them.

"At the same time, companies get loads of feedback about consumer behavior, which they can use for marketing purposes," said Alt, who has also developed a similar product for German magazine Stern, owned by Bertelsmann's Gruner + Jahr publishers.

Currently more than 10 million German magazines with AR features hit the shelves every month, including titles from publisher Axel Springer.

Companies are lining up to use the technology, said Tetrel Poupart. "But we are now in a phase that we need to discourage companies from going for another gimmick."

Total Immersion has seen strong interest in its software, which allows consumers to try on glasses without physically touching them.

There is still a long way to go before augmented reality catches up with the movies, however; it is nearly three decades since Arnold Schwarzenegger as the Terminator viewed mission-critical data and images projected on the inside of his aviator shades.

Google has launched what it has dubbed "Project Glass" to develop such features, but it is viewed as a long shot.

"Since I started, this has been the ultimate dream in the industry. I don't buy it so much," Tetrel Poupart said.

"It makes you dizzy. I think we should use augmented reality in a more simple way and use the tablet. The tablet is a key device. It is here."

Eventually she expects traditional television screens - connected to the Internet with a built-in camera - to be a significant driver for both AR and the e-commerce industry.

"You use your television set as a mirror, trying on and ordering your clothes from your home."

Buyer beware -- if the trend continues, you'll have nowhere to go to wear them.
